Ability: When sent out into battle, Loki takes on the name and appearance of the last fainted pokemon within the opponents party. It breaks when an attack does damage on the pokemon but not from weather effects or entry hazards.
Skill Set: Night Daze- the user lets loose a pitch-black shock wave and it's target. This attack may also lower targets accuracy.
Agility- the user relaxes and lightens its body to move faster. It sharply boosts speed stat.
Scratch- hard, pointed and sharp claws rake across the opponent to inflict damage.
Fury Swipes- the opponent is raked with sharp claws or scythes for two to five times in quick succession.
Personality:
Tactical- Loki see's no point in doing something brash when in the heat of the moment. There is always a better way of doing things such a getting even and that way is to bide your time and remain calm. It is also better to think out every possible outcome to an action one might commit so that a satisfactory counter can be executed. Acting when your head is clouded with anger is the worse thing one can do. He sees that allowing yourself to lash out during the brunt of your anger allows opponents to capitalize.
Passionate- Passion is what drives Loki to do the things he does and to do them so earnestly. His passion also drives him to give an unquestioning loyalty to those he holds dear. Passion while it is a wonderful quality to have, it is also one that can cause him his downfall. He knows not when to cut his losses and retreat. All he knows is to fight passionately even if it means he will end up hurt in the end.
Vain- While watching Loki perform daily tasks or just watching him move about, one would come to think that Loki was elegant and while this does hold some truth, he is more so vain. Appearance is very important to him for that is what people judge when they first meet you. If you dress like a filthy degenerate then that must be what you are. If you dress like an elegant prince then that is what you more than likely are.
Vengeful- Loki strives to treat all equally so when he, his lover, friends and those he holds dear are mistreated in any way, his anger knows no bounds. If pushed hard enough, he will go beyond getting back and make it his goal to kill the offender to ensure that they'll not have the chance to hurt him and his ever again. His vengeance even extends to those he holds close to him. Because he trusts them and allows them to be so close to him, he expects unquestioning loyalty so he is much harder on them when it comes to mistakes than he is to a stranger or acquaintance.
Fashionista- While this is a term often saved for women, Loki would be pardoned to share this title. Loki, being one that prides himself on his looks and what others may think of him based off his appearance, has become rather trendy over the years. During his travels as both pokemon and human, he has learned of the current and past trends granting him the ability to make his own. He will freely give advice on such a topic if he finds that some ones appearance is lacking and while he has come to find that not all like his suggestions, he has also found that an equal amount of people, if not more like what he has to say.
Strengths: Level Headed- In the heat of battle, he is less likely to allow the jeering of others to get to him.
Weaknesses: His vengeful anger is a definite weakness. It clashes with his moral compass and often times causes him to push away those he came to care about if they cross him in the slightest way. He has numerous ways of doing this. Saying something out of spite, avoid them at all costs, all out abandoning them, or a physical altercation. It really doesn't leave much room for a misunderstanding.
History:
For as long as he can remember, Loki has been on the run taking the form of a child whenever his energy would allow it, to keep from being claimed as some sort of fighting dog or pet. So it is understandable that he has grown tired of living life on the go…on the run. He can not afford to let his guard down as doing so would likely ensure his capture and imprisonment into those wretched devices known as poke balls. All he wants is for the hunting of his kin to stop and that is likely why after closing his eyes to rest one night he came to meet Musharna. Creating the illusion of being a child is one thing, but to actually be human was another. Being human would allow him to integrate within society without worry of being captured for fighting purposes, or for the purposes of boosting ones ego. He could even, if luck was on his side, show other humans that Pokémon despite the obvious physical difference where just as human as any other person out there…ok maybe not but they still had the mental and emotional capacity as humans did thus they deserved to be treated with not only respect but with equality. With the gift of humanity he could not only educate the humans and put an end on their tyranny but he could educate his fellow Pokémon and convince those who had already succumbed to the life of a tool to stand up and rebel.

The one big thing I can see right off the bat is he does not meat the required fields for his personality.
He has 3 positive attributes and 1 negative.
He needs to have at least 2 positive, 2 negative and 1 neutral personality attributes to meet the minimum requirements.
Elegant: This attribute seems to come across as more "Vain" then "Elegant"
el·e·gant: gracefully refined and dignified, as in tastes, habits, or literary style: an elegant young gentleman; an elegant prosodist.
vain: excessively proud of or concerned about one's own appearance, qualities, achievements, etc.; conceited: a vain dandy.
Strengths as weakness The fact that he's level headed, but wont hesitate to when acting out of anger seems to contradict itself.'
History Also, his history doesn't seem to quite match with his personality.. I suppose he's supposed to come off as elegant and regal which makes me believe he probably wouldn't participate in mischief and other tom-foolery

Glancing over it, Mooty is right in saying he lacks a neutral trait. If you're struggling to come up with one, a good tip is to consider what hobbies he might have adopted as a pokemon/gijinka and what these bring out in him e.g. He's vain, perhaps he enjoys shopping? If he enjoys this, then perhaps he has a very sound knowledge of fashion and trends that might lead him to be helpful or generous but only in relation to this topic. While this might sound like it's a positive trait on the surface, as you said yourself, he believes people are judged on their appearance so he might be inclined to voice his views on someone else under the guise of being helpful. As a result, while he might perceive himself as doing something nice for another person, that individual may not appreciate it. On the other hand, certain individuals might like his help.
This is, of course, purely an example but, it does provide you with a method of finding a neutral personality trait that may not be immediately noticable to you. So long as you locate a trait that could 'swing' either way based on each individual who encounters him, you'll have your neutral trait!
Another method of finding neutral traits is to brainstorm how he might respond in various scenarios - have people pose situations to you and consider how he might react. You'll generally find that certain traits will crop up that you didn't initially plan for him to have. This method isn't as easy as drawing out traits from existing hobbies, but it's certainly another option if you wanted to consider it.

Yes Moot, the neutral one has been taxing for me but thanks to Epine...I think I know what I'll do. While the fashion suggestion was merely and example, now that I look at him again, I feel that it could actually work. So sorry to have kept you waiting.
