So I was at best buy and then somehow a new app came out of nowhere called nintendo zone. It say something bout contents about the store or whatever. Look like a radio sign.

In case you didn't notice, that was a DSi, not a 3DS. It's doubtful we'll even be able to use it in the U.S., anyway.

i know that it was for the previous ds, but I just got happy sinc ei wa just checking my 3ds in best buy to see if I had any streetpass and then out of the blue the nintendozone appears

I got the same thing in Best Buy today. This app was installed in one of my slots. I didn't know about until after I got home, though. I'm going back tomorrow and see what it does.

Well, that's interesting. I'll have to go to best buy after I charge my 3DS's default battery... Or just go there, buy the Nyko(?) battery pack and install it there, then get the app. It's probably a spotpass feature. I'm guessing Bestbuy is only one of the spotpass areas available. McDonalds, if they are still doing that wifi thing with Nintendo probably has something too.
