  This is my Second quest for my Palkia from Pearl Dex Entry: It is said to live in a gap in the spatial dimension parallel to ours. It appears in mythology.

Weight: Heavy with wings and tail though she's certainly not fat.
Hair Color: White/Silver with a few purple strops and a light tinge to her former palkia skin color
Eye Color: Red with black Sclera
Glasses/Contact Lenses: None
Skin Color: Pale
Face Shape: basic "v"
Other Features: She has the Palkia wings and tail and two gems one in each shoulder.
Clothing Style: Both elegant and cute, she loves dresses both flowing and short. Sometimes she enjoys lace other times a straight elegant clothing, but its always in the current style with her own Palkia flair on it, she's very colour coded when it comes to clothing everything has to match.
She also has a necklace she always wears and within it holds part of the lustrous orb. (I'm not very good at drawing accessories so have fun and make it pretty =D)
About the Character
Personality:
Adamant(Positive) - Oblivion is resolute and on occasion inflexible and confident at least when it comes to certain things. This is sometimes a boon and others a hindrance. She's not afraid to say a sharp word every now and then if she believes it's needed. Resolute in her ways she changes very slowly if at all. The change to pokehume upset her a lot and forced an unwanted change.
Cunning(Positive) - Crafty, at least when she deems it necessary, if she doesn't like what you’re doing to someone else she'll find a way to make it stop without bringing herself into the problem. She can also when it comes to her store work words around to make someone buy almost any item which is a great boon for her business. Nor will she allow herself to be tricked always trying to stay one step ahead of everyone to the best of her abilities.
Independent(Positive) - Oblivion finds she doesn't need help from anyone and thus does her best on her own. It takes quite a bit before she asks for help and she really doesn’t like doing it. She feels as though she’s less capable if she asks for help or relies on anyone. Most projects she’ll do by herself in her store.
Graceful(Positive) – You wouldn’t think it but even A palkia can be graceful for the most part anyway. Floating in a spatial dimension does that even if that pokemon is as large as palkia. Despite her height disadvantage Oblivon practiced quite hard to make herself as graceful as she is.
Sincere(Positive) - When she does say something it will usually be the truth to what she sees. She’s truly honest with those she talks to and doesn’t just simply tell them what they wish to hear. When she does speak it won’t be in a joking manner or the like but in earnest tone and she expects you to listen.
Solitary(Negative) - She's very unused to being around so many humans having lived as a pokemon in the spatial dimension alone for most her life only being visited by her one of her two sisters. On rare occasions she ventured to the other dimension in remote locations to see the pokemon who lived there, with very few humans passing by.
Secretive(Negative) - Though she is sincere to others about themselves how she feels about herself is a tightly locked secret. She won’t say anything she finds deeply personal which is often a lot. Everything about her is a secret needing to be kept, she'll even refuse to show feelings often times.
Aloof(Negative) - She is a legendary and has been known as a deity and with such does often times come off as aloof and having a better than you attitude. She becomes this way even more so when people have annoyed her or questioned what she's doing or the way she does it.
Fleeting (Negative) - Whatever keeps her interest at the moment. She's very much in the moment. Obivion has lived a long time and with that came this trait, she can't find herself bogged down with one thing, and she’ll try it all and discard those things she doesn't like as though they don't exist. Because of this things don't really hold her interest for too long people, pokemon, and interests.
Detail Oriented(Negative) – For Oblivion it's the little things that make everything move, the place of a picture on the wall, a seam in the clothes, how clothes go together both with colour and style. Every small detail she'll pay more attention to when she works and otherwise.
Hobbies:
Making clothes/Running a Costume & Clothing Shop - it's a job and her hobby she loves to design things and to create them costume or otherwise. And she has a little shop on the side to sell some of her creations, casual or extravagant. Once she's got an idea there's no stopping her until she's managed to create it. She has actually hired a human to work in her shop surprisingly.
Fencing - It helps her relive stress and keeps her in top form as a type of exercise. She's always had an affinity with swordplay in general this is just the one she enjoys most with the precise but elegant movements.
Stargazing - She liked doing this as a pokemon and still finds herself a quiet place to stargaze at night. She finds this a very peaceful thing to do and it helps her gather thoughts and think, away from everyone especially if she's stressed.
Dislikes:
People - She dislikes people to a point; she doesn’t like to work with them. She’s much more of a lone worker and finds everything faster when she works on it by herself. Oblivion does her best work in silence, or at least that’s how she feels. When anyone talks as she works it destroys her concentration and she finds herself doing other peoples job when she works with them if they aren’t going to her pace. Also as an old legendary she's leery of people knowing the good and bad that comes with humans. Though she dislikes them she can't help but find herself with a strange respect for them.
Invasion of Space - A little odd for most but Oblivion likes her space, she doesn't like being cramped of being backed into a corner, she has an invisible 'bubble' around her sometimes it's a large bubble(like a quiet room) other times it's quite small(just around her person). Depending on its size and her mood she can get slightly territorial of said space.
Time- Why does she dislike time? Well for Oblivion Time moves by much to fast She'd often complain to her Counterpart about this and why they made time move so fast. ("What the Hell kind of domain is time?! I should hurt you for that!") - Little joke ;D
Likes:
Spatial Dimension - It was her home from long ago and she still finds herself coming back to it too relax even still. She considers it still a sanctuary of solitude to the world filled with people. This is also a place where she can meet privately with her counterpart.
Sweet and Spicy Food - Strangely this legendary has found that she has an incredible sweet tooth along with a taste for food that could burn the mouth off of most normal people.
Shopping - Once she became a pokehuman she found shopping quite enjoyable and needless to say despite all the people she'll go into a mall to shop for clothing or just look around to find ideas when she's feeling rather inspiration less. She'll usually head to the mall latter in the evening or early in the morning when there are less people.

Optional Just-for-Fun Stuff Filling this out with as much detail one can muster is a plus!
Educational Background: Mostly from books, textbooks library books. She can't really stand being in a setting filled with people so she teaches herself.
Intelligence Level: High
Physical/Mental Condition: Oblivion would consider herself in perfect mental and physical condition
Learning Experiences: Books and Through trial and error (though she won’t admit she made the error she'll just change it the next time without a word)
Character's short-term goals in life: Get through the day dealing with as few people as possible
Character's long-term goals in life:
How does Character see himself/herself? An elegant lady proud and dignified.
How does Character believe he/she is perceived by others? Strange, and foregin, something that doesn't belong in the world that is. A monster of sorts.
Does the character seem ruled by emotion or logic or some combination thereof? Logic Oblivion does her best not to be ruled by emotions
What would most embarrass this character?Being caught without her visage(it takes a lot to uphold an image), or tripping when there was someone nearby and being seen as ungraceful.
Introvert or Extrovert? Introvert without a doubt
How will the character deal with anger? Silent revenge and the severity depends on how angry she is and how long her grudge holds. You might find something precious of yours missing and floating in another dimension. Depending on her anger level and what the other has done she may actually attack but that's only in extreme cases. Like someone has done something with her spatial dimension.
--------------------------------------With sadness? Keep it quietly inside and not let anyone else see. She doesn't like to share a lot of things Sadness is one of them.
--------------------------------------With conflict? If she absolutely can't find a way to avoid conflict then she'll fight.
--------------------------------------With change? To accept after a short time and adapt since past is past, she has seen the world change time and time again.
--------------------------------------With loss? To accept, Accustomed to loss through her old age, she knows people and pokemon die as is the natural order of things, though she will grieve for a time.
What does the character want out of life?
What would the character like to change in his/her life? Oblivion would prefer her two sisters with her.
What motivates this character? To repay a favour to the human that named her.
What frightens this character? She's actually afraid of having a fear or phobia feeling it makes her less of a legendary and more human.

Get the Lustrous orb turned into a pendant or Choker and Befriend Prisca and go shopping ;D other plots are secret

Backstory Palkia was one of the two whom created matter and was created by one Arceus. Palkia is Reveared as a diety mostly among those from he Sinnoh region.

I really like the idea of -the- legendary pokemon feeling a little over everyone else. All this power in her hands it's bound to happen right? I didn't see anything that contradicted itself with anything so we are also good in that department.
It will be interesting to see where this character goes. :3 Good fun.

I may have found a bump in between fleeting and detail oriented. If her attention is easily diverted from one subject to the next, how does she keep at something until it's done?
I approve of masculine Pokemon being feminine women. -thumbs up-

She'll go back and forth between what she's doing often having more than one project on the go. It does take her quite some time to finish things but when she does they are very detailed. It just takes a while because she does a lot of things at once. Or tries to sometimes she may lose complete interest in a subject and abandon it.

She'll have maybe at max 5 dresses or costumes going at once, and possibly a commission. She'll do whichever one interests her the most at the time. But they will all still get done to a high standard.
Excellent, I was hoping it would come through despite her female appearance ;D
