Tempest City is a large metropolis which is split into four quadrants. It has the Northern, Southern, Eastern, and Western quadrant. The DareDevils seemingly made their home within the Northern Quadrant while the Police Department is located within the Eastern Quadrant. The Western and Southern Quadrants have be a place of constant war. The T.C.P.D. nor the DareDevils ever seem to capture this "turf". To the south of Tempest City there is a mountain range. It is a total contrast to the urban environment of the city.
Northern Quadrant:
The Northern Quadrant is a very dirty place to say the least. It is full of crime and is ruled by the underworld gang, the DareDevils. It is not the most pleasant of places and no one, unless looking for trouble ever go to the Northern Quadrant. It is full of tall, buildings, most abandon apartment buildings and whatnot.
Southern Quadrant:
The Southern Quadrant is the most suburban of the the four areas of the city. It's the only place with actually housing communities here and there but it still does consist of the urban type buildings but none any bigger than four stories.
Eastern Quadrant:
The Eastern Quadrant not only maintains the Police Department but a lot of the business buildings, factories, and other things. This is where most of the skyscrapers of the city are located. It is very clean and neat compared to the other quadrants.
Western Quadrant:
The Western Quadrant is mostly where the tourist sites are. It is a place full of shopping areas, gyms, parks, you name it. When most want to go and hang out they go to the Western Quadrant of Tempest City.
The Mountains:
There is a small mountain range just a few miles out pass the Southern Quadrant. It contains a large forest, a waterfall, and a camping. Most do not really go out to these mountains for fear of the creatures which lurk around in them.
Northern Quadrant:
