I think the idea that haarp can cause earthquakes, or even tornadoes is a bit overblown, although the atmospheric disturbances, and fiddling with the electromagnetic field could indirectly cause sudden heat waves, freak storms, and as a side effect, something like tornadoes.
Blue beam seams technologically unsound, unless it's purpose is merely to cause unspecified hallucinations.

The anime is something I'd seen when it came out.

I'd heard about the cybernetic android stuff and the new holographic technology and the digital pop star, but I had yet to see it implemented. HAARP like events precipitate Earthquakes, but not because of HAARP, but because earthquakes are badass. Blue Beam people underestimate the power of trust in authorities and Bernayzian brain washing. We don't need super technology to make radioactive hallucinations of gods and aliens when some TV evangelist can do the same thing for a fraction of the cost.

Think of the military application. They could fake an invasion on one side and have the enemy forces go towards that place then invade from another. No need for seals to set up bombs on beaches anymore to fake an invasion. Just like in ww2 the british used a magician to make their equipment look like it was somewhere other then where it was.
