I would say it can be for both.. Since Addiction IS a disease..

yes it is,but they can try and control it,someone ik is addicted to drugs and his doctor is helping him with medical weed

I wouldn't say that is the right thing to do. Rehab would be more appropriate.

i collect SSI due to mostly anxiety, depression and some personality disorders (my handle name has some truth to it), and i didn't get it for a while (it usually takes months before you qualify, and sometimes years, especially with a mental, more invisible disorder), but there's a lot of people in my outpatient program that i'm a part of (which specializes with mental disorders and addiction) who use that money to drink on, and why should they stop if they can get 'free money' to buy more booze with (i'm near a reservation, where alcohol is a major problem), and will keep getting it because they're 'addicted' and don't have to get a job or deal with more aggressive therapy?
a lot of addicts that go act entitled to SSI, like they deserve it for being addicted and often think they're better than/more intelligent than the ones with actual mental disorders, which is frustrating/annoying being on the end of people who didn't bring it upon themselves.

my sister has a brain tumor and the SSI ppl told her to come back when she had 6 months to live,now she get SSI cause we won our case

I'm still trying to get a confirmation on my SSI. Me? I've got Tourette's and Bipolar Type II, both classified as disabilities by our government. Without it, I can't get into college, can't afford my medications, can barely scrape by in general. With it, I'll probably feel guilty for having it, but I'll get where I need to go.

I also live with a sober alcoholic, who lives on SSI and his current job. Seeing what the aftereffects of addiction are in someone who spent 20 years boozing so hard he could barely stand up, I would say that addiction is a legit disease and disability. It's not something that just goes away when you're done, since the mental symptoms are just as bad as the physical ones.

Though I know some do claim addiction for the SSI checks to further their habits, and that does piss me off. I really think we should have them prove rehabilitation and progress away from their addiction to even have a chance at obtaining SSI for this purpose. On a semi related note, there's also TANF (temporary assistance for needy families) which is abused in a similar way; People will have children simply to get more money every month.

Really, things like that are overlooked by the government and it's getting fairly out of hand. Some of the money given is legit, but not nearly enough of it is.
