I figured I'd toss her in and ask for opinions on improvement, in case I ever need to rp her (unlikely, but still)

Hero alias: River
Real name: Florence Viera Mizuno, Flo for short
Powers/abilities: Can turn into water, basically every molecule in her body turns into water. Flo's water molecules are slightly different from regular water and that complicates things a little, sometimes. She needs to concentrate to keep herself together.
Which area is the character from: Sewit, but Tasean by birth
Age upon entering academy: 32 and retired from hero duty while running a pet shop
How did your character get their powers: Flo worked in a high tech water purification plant as a scientist. One of the machines invented by her was supposed to turn useless biomatter into water for drinking. Unfortunately, there was an accident and the beam hit her.
Why enter academy: Flo is a founder Flo just likes being part of a bigger team, she believes that there is strength in numbers and unity.
Strengths: Basically, she can go just about anywhere water can flow, good for sneaking into places. Stuff also goes through her, so things like bullets can't hurt her when she's water. Some mild self recovery powers by absorbing water vapour from the air.
Weaknesses: Extreme weather can either freeze her or dehydrate her when she is in water form. If she loses water while in that form, she needs to recover that amount before she turns back into a human, or she'll be missing fingers and body parts. If she loses more than 70% of water in that form she risks the danger of dying.
Personality: Cool, level headed, calm, really smart, likes word games and anagrams, sometimes comes off as aloof and uncaring, has a thing about people getting too physically close to her, thinks Hack is a pest and bottomless pit
General backstory and motivation for becoming a ~*~hero~*~: Flo's parents are from Tasea but they migrated to Sewit for a better paying jobs. They died a natural death.
Flo got into crimefighting by accident after she prevented an old lady from being mugged at night by sneaking up on the mugger and taking him down first. After that she was inspired to help others with her newfound powers, she saw no reason not to, other than the fact that it helped make Sewit slightly less dangerous for everyone. Her father was a policeman so that probably had an effect on her thinking. She beamed a costume for her crimefighting needs so that it would turn into water along with her.
Flo later had an enemy as her fame grew: Sum Puor Gai from Tasea. He stole the ray gun and tried to configure it to turn things into gold (why? idk). It backfired, hit him, and now all he does is ooze acid.
The beam has since been decommissioned. Flo decided to stop working in the water company and set up a pet shop while joining and helping out at SA. She also decided not to continue with active duty because she believes her presence will just attract trouble, like Sum Puor Gai, despite everyone else telling her it really isn't. She still likes experimenting though, so some of the pets, um.....
