Well, first off the bat I would suggest changing the hair. Since you want it to be a tribute to our soldiers, you should give it a hair style more likely to be seen on a soldier rather than an anime character. Look for something short in a natural color. Very few soldiers bleach their hair white and I do believe it is a requirement for them to keep it short.
As for the actual outfit, its a little hard to give good advice without being able to see over half the items its wearing. Sorry, I can't be more help, but I'm still more than willing to help when tektek fixes that little glitch.
