Two suggestions!
1. Non-Trainer Human Characters
Think of them like citizens of the pokemon world; they won't get any art and nor will they own or possess any pokemon. In essence average people who are just shopkeepers/businessmen/station conductors and so on. It would be nice to allow people who didn't own Gijinka/Trainers to interact with them in some form.
They would STILL need to be registered in some sort of profile page (think of a simple character thread which is stickied in the quest thread section etc - once that character is approved, it can be shifted to the profile thread in the Approved Quest forum.
It means that other lurkers etc could participate and enjoy themselves, PLUS it might inspire them to pursue a concept if they become fond of it and want to turn it in to something more e.g. After meeting a Pokemon Trainer (owned by another user), their human decides they would love to pursue the same thing. As a result, they could create a character quest thread to make that character an official trainer whenever the opportunity arose.
2. RP-able wild pokemon.
No legendaries allowed. However, allow the clickables to also act as 'wild pokemon' for people who don't yet own a Gijinka/Trainer. They can have the option of making their trainer capture these pokemon whenever they acquire them OR they may develop a concept that one of these clickables wishes to become a Gijinka too after being inspired by one they met.
You can place limitations on these two suggestions e.g. there can be no official romances/crushes etc, no legendaries, no 'human' forms in dream world and so on.
Again, both suggestions would give people the opportunity to get involved and to get a feel for the folks in the shop. It could also give them much needed inspiration when developing quest characters etc. I think these requests are fairly reasonable, though I might have to sit down and think about the inner workings and try to work out any kinks that might arise from this.
But I might also include a subsection in the forums for AURP, so people can RP approved quest characters that haven't been officially ingratiated into the shop.
