A dark, unclean area that 11's go to escape from the law. Rats and boxes are found on the streets. Smoke is seen coming from buildings. Those who arrive here have to fend for themselves, the cold world especially hard on this area. Their is a stand in the center of this area so the leader of the district can make announcements. This place connects the Soup Kitchen and the District Gates.
