After all the various Miley scandals that have cropped up over the last couple of years, it seems that the ex-Disney star won't have to admit responsibilty for her actions...because her dad, Billy Ray Cyrus, thinks he's to blame for allowing her to become a star at such a young age!
"I hate to say it, but...I'd erase it all in a second if I could," Billy says.
