    Leadership

    • Village Council Members

        The top level consists of one or more Village Council Members who are responsible for addressing the needs of the villages and assisting the Committees.

        Responsibilities:
        • Village Council Members are responsible for voting to approve Global Laws as proposed by the various Committees.
        • Village Council Members are responsible for overseeing the leadership of each Village and Organization.
        • Village Council Members are responsible for determining the need for new Committees.
        • Village Council Members are responsible for determining the need for additional Village Council Members. If it is determined that a new Village Council Member is necessary, they will be elected by a majority vote within the community.
        • Each Village Council Member must either directly oversee 2 Village Leaders or act as a Committee Leader. Village Council Members may directly oversee additional Village Leaders if desired.


        Rules:
        • Village Council Members may not currently hold a position of power within any Village or Organization.


        Transfer of Power:
        • Village Council Members may be removed from their position by a 2/3 majority vote either within the Village Council or within the community. Once a
        • Village Council Member has been removed from their position, a majority vote within the community will determine the replacement.


    • Committee Leaders

        A Committee Leader acts as the liaison between the Village Council and the rest of the committee and determines the general direction that the committee will follow.

        Responsibilities:
        • Committee Leaders are responsible for carrying out the responsibilities of a Committee Member.
        • Committee Leaders are responsible for bringing proposed Global Laws from the committee to the council.
        • Committee Leaders are responsible for changes in Committee Members for the Committee.


        Rules:
        • Committee Leaders may not currently hold a position of power within any Village or Organization.


        Transfer of Power:
        • Committee Leaders may be removed from their position by a 2/3 majority vote either within the Committee or within the community.
        • Committee Members may vote for or against the removal of a Committee Leader for 15 days after they have been removed from their position, newly appointed Committee Members must wait 15 days before they can vote for or against the removal of a Committee Leader.
        • Once a Committee Leader has been removed from their position, a majority vote within the community will determine the replacement.


    • Committee Members

        A Committee Member is responsible for maintaining and cultivating a specific aspect of the community.

        Responsibilities:
        • Committee Members are responsible for determining if the special topic that the committee is responsible for is being correctly carried out by the community.
        • Committee Members are responsible for determining when it is appropriate to create new Global Laws for the aspect of the community that they are responsible for.
        • Committee Members are responsible for providing resources to members who are trying to take part in the aspect of the community that they are responsible for.
        • Committee Members are responsible for taking care of the daily tasks related to the aspect of the community that they are responsible for.


    • Village Leaders

        A Village Leader is responsible for determining the general course that the village will follow.

        Responsibilities:
        • Village Leaders are responsible for electing new Local Laws that affect the village.
        • Village Leaders are responsible for determining what Village Supervisor roles that the village will have and who will hold the positions.
        • Village Leaders are responsible for coming up with the vision and making sure that the vision is followed by the general population of the village.

        • Village Leaders may be removed from their position by an attacking party but the final battle must be moderated by a number of Village Council Members as agreed upon by both parties.
        • Village Leaders may willingly transfer their position to another member of the village.
        • Village Leaders may be removed from power by a 2/3 majority vote of the Village Council Members. Once a Village Leader has been removed from their position, a majority vote within the village will determine the replacement.


    • Organization Leaders

        An Organization Leader is responsible for determining the general course that the organization will follow.

        Responsibilities:
        • Organization Leaders are responsible for electing new Local Laws that affect the organization.
        • Organization Leaders are responsible for determining what Organization Supervisor roles that the organization will have and who will hold the positions.
        • Organizations Leaders are responsible for coming up with the vision and making sure that the vision is followed by the general population of the organization.

        A Village Supervisor is responsible for taking care of a specific aspect of a village.

        Responsibilities:
        • Village Supervisors are responsible for running the specific aspect of life for their village.


    • Organization Supervisors

        An Organization Supervisor is responsible for taking care of a specific aspect of an organization.

        Responsibilities:
        • Organization Supervisors are responsible for running the specific aspect of life for their organization.


    • General Supervisors

        A General Supervisor is responsible for taking care of specific issues that span across many or all village and organizations but are too small to necessitate a Committee.

        Responsibilities:
        • General Supervisors are responsible for running the specific issue for all villages and organizations.


    Ranks

    • Academy Student

        Individuals who first enter our community will begin with their first character at Academy Student rank. They may not create additional characters until their first character has been promoted to the rank of Gennin.

        Promotion:
        • The method of promotion from Academy Student to Gennin will be determined by each Village.


    • Gennin

        Once individuals have been promoted to the rank of Gennin they may begin participating in normal missions along with other members of the village. They will also begin training towards the advancement to Chuunin rank. Individuals whose highest level character is Gennin may only create new character at Academy Student rank.

        Promotion:
        • Chuunin Exam: The rules in a Chuunin Exam like this should be designed to allow each village the most customization possible while still placing the final decision making process in as non-bias a setting as possible.
        • Journeyman Promotion: Traveling to each village in The Villages, a character can make a personal plea to the Village Leader after demonstrating their skills by completing missions in said village. Once every Village Leader has accepted the plea for promotion, the character will be promoted to the rank of Chuunin.
        • Domination Promotion: By defeating a Jounin ranked ninja from any village in a regulated and judged match, the winner may be promoted to the rank of Chuunin if found appropriate by the judge. SPECIAL NOTE: This is also grounds for demoting the Jounin to the rank of Chuunin.


    • Chuunin

        Once individuals have been promoted to the rank of Chuunin they may begin leading missions assisted by other members of the village, they may also train Academy Students . They will also begin training towards the advancement to Jounin rank. Individuals whose highest level character is Chuunin may create new character at Academy Student or Gennin rank.

        Promotion:
        • Jounin Exam: A highly regulated tournament that will not come around as often as the Chuunin Exams, these should be judged far harsher than the Chuunin Exams with at max 1 or 2 individuals passing each time the tournament is held.
        • De Facto Jounin: The primary purpose of having Jounin is to have individuals who are capable of carrying out dangerous missions in foreign villages. If any individual is able to carry out 10 high risk missions in each village, they will effectively be doing the job of a Jounin and as credit to their dedication can be raised to the rank of Jounin. NOTE: The missions must be of a high enough difficulty to earn the Jounin rank and should be reviewed by a Village Council Member before the individual is given the Jounin rank.
        • Internal Teaching: By training and instructing 20 Academy Students and providing to them the skills necessarily to achieve the rank of Gennin, the Village Leader may promote the Chuunin to the rank of Jounin for their dedication to the village. NOTE: Each Academy Student trained must be from a different account and if the accounts are linked back to the Chuunin, it will be punishable by demotion of the Chuunin back to Gennin rank.


    • Jounin

        Once individuals have been promoted to the rank of Jounin they become responsible for taking care of some of the more dangerous aspects of the village and may begin leading dangerous solo espionage missions against other villages. Individuals whose highest level character is Jounin may create new character at Academy Student, Gennin or Chuunin rank.


    Exam Regulations

    • First Round Filtering: During the first round of any exam, individuals will go through a filtering process as determined by the leaders of the village hosting the exam. This filtering process is meant to weed out all those candidates who are not yet ready for the exam and keep the number of contestants at a more manageable size. This round should be completed quickly so that individuals can be sent back to their home villages to continue training towards the next rank.
    • Non-Bias Judgment: The actual coordinating and planning of the exam should be done by a specific village, the judges for every round of the tournament will be from the village hosting the exam but the final deciders on who are promoted to the next rank are the leaders of each Village. This will mean that each village has equal sway in who is advanced and can curtail any one village from increasing the number of high ranked ninja at too alarming of a rate.


    Chakra

    • Physical Energy

        This physical energy is the energy one gains through physical work-out and training. This physical energy increases as one works out their body and decreases as the body deteriorates.

        Physical energy is at the very core of Taijutsu. By utilizing the physical energy, one is able to perform supernatural feats of speed and strength.


    • Spiritual Energy

        This spiritual energy is the energy one gains through meditation and practice. The spiritual energy grows as your mastery over it improves and fades as you fall out of practice.

        This is why users are able to gain more chakra and perform more advanced techniques through mental training. This Spiritual Energy can be manipulated by the outside, the result being Genjutsu and lastly this spiritual energy can take several physical manifestations.


    • Chakra

        When one combines these two aspects together, the energies rub against one another and as a side affect the various chakra elements are created. It is similar to the concept of Yin and Yang, the various ways of forcing the two energies together produces the 5 chakra elements, which is a contributing factor in why it is so difficult to combine the chakra elements. The reason that ninja utilize hand signs to use techniques, is that on a deep level they are causing the Physical and Spiritual energies to rub against one another in a pattern that will cause the intended affect. The hand signs are more of a concentration mechanism, similar to how an incantation is a concentration mechanism for a magic user.

        The chakra points are the points at which the Physical and Spiritual energy come in contact with one another across the body of the ninja. The chakra streams that members of the Hyuuga clan can see are simply streams of the Physical and Spiritual energy flowing through the body.


    Village Inclusion

    • Theme

        A theme is something that needs to be very firmly planted into the village creators mind. A theme is not something simple like "we are chaotic", it is something deep, something that will be stuck to like glue and what will form the back-bone of all decisions about the community.

        For the first few months the village should be monitored actively, then afterward passively to determine if they are keeping in line with the theme that they set out for originally.


    • Limits

      • From the start, every village may allow 4 Kekkei Genkai and 12 unique Clans. This count is only for individuals who are active citizens of the village and does not apply to temporary guests.
      • After 30 characters have been created, 4 more Clans and 1 more Kekkei Genkai can be added to the count.
      • From that point onward for every 5 characters added 1 more Clan may be added to the count.
      • From that point onward for every 20 character added 1 more Kekkei Genkai may be added to the count.


    Cannon

    • Cannon Characters

      We part ways from the cannon verse at the time of Shippuuden. From that point onwards, we move according to our own story, and this includes cannon character involvement. The personality of the cannon character must be kept intact. The personality must continue to match the personality exhibited by the character over the course of the manga. This can mean a number of things, for characters who are static and steadfast like Chouji and Shikamaru, this means that there personality should stay almost exactly the same as it is in the manga. But for character's who often change their opinions, such as Naruto, there is a lot more leeway in what personal opinions that the character can hold and it is more about the core ideals that the character holds true to.

    • The Plot

      We will not continue onwards following the manga plot, rather we will create our own plot for better or for worse. This means that characters in positions of power can be removed from power by way of Transfer of Power. It also means that cannon characters can continue to train and even participate in exams that will promote them to higher levels, as long as doing so falls in line with their personality.

    • The Rules

      There are many rules on how the universe works that come directly out of the Manga, but there are also a very large number of inconsistencies. It is up to us to filter through the inconsistencies and build a coherent set of rules, relying as much as possible on what is explicitly stated in the Manga. But that also means that we have the ability to invent our own ideas. If certain topics are not covered at all in the Manga, it is up to us to come up with a final decision on how they will be handled until told otherwise by the Manga. There are many topics that will arise in a community like ours that is linked to the Greater Gaia that will never be encountered in the Manga, such as how should one create techniques for fighting against Vampires or Werewolves or the hundreds of other races that are sprawled across this world.


    Guild and Threads

    • In order to build a united front, we will have all villages and organizations hosted in threads. A guild will remain active to contain all profiles and specific details about all villages, for council activity and for general community activity.
