This is where Howl Runs hell. He has a huge tower in the center of it and massive security around. The tower goes up about 30 stories, and underground it spans into a massive lab. This is his home, and his empire

Howl was in his office on the top floor, working out his plans to crush teh rebellion that was rising against him. Rufios was there with him, the rest of his people were on missions.
