Leadership

Allow me to begin by saying that the first and most important piece of business will relate to how our command is set up. I propose the following:

Leadership Hierarchy

Top Level:
The Village Council

Consisting of X members, the village council will be the ultimate authority among the villages and organizations.
Rules:
1. Cannot hold a leadership position in any village or organization
2. If motives are questioned, can be 'impeached' by 2/3 majority vote in either The Village Council or the general population
3. If impeached, a replacement will be elected by the general population
4. Each Village Council Member will be in charge of a committee and/or overseeing 2-3 Village/Organization Leaders

Responsibilities:
1. Voting on issues raised by the various Committee's
2. Overseeing that each village and organization is being run in accordance with the ideals of The Villages

Second Level:
Committee Member

Each committee will be in charge of one specific organizational area and will be made up of 1 Village Council Member and 3-4 additional members.

Responsibilities:
1. Proposing new 'Laws' dealing with the special topic that the committee is responsible for.
2. Determining if the special topic that the committee is responsible for is being carried out correctly by members of the community.
3. Handle day to day tasks involving the special topic.

Second Level:
Village/Organization Leader

In charge of running each village and organization. Every village and organization has one leader and the leaders report directly to one of the Village Council members.

Rules:
1. Must be an exclusive member of the village or organization that they are the leader of, this means you may not have alternate characters in other villages or organizations as leading a village or organization is a full time job. If necessary you may migrate pre-existing characters to the village or organization that you run.
2. Must be willing to give power to another user in accordance with the rules of Power Transfer.

Responsibilities:
1. Maintaining the integrity of the village or organization that they represent and determining the general plan for the village or organization that they are in charge of.
2. Determining who will act as supervisors in specific area's over the village or organization.
3. Determining what makes their village or organization unique from other villages or organizations and promoting this distinction.

Third Level:
Village/Organization Supervisors

In charge of specific aspects for a specific village or organization. Each supervisor reports directly to the Village/Organization Leader and is in charge of one aspect of the village or organization. They are considered the ultimate authority in this specific aspect of their village or organization and may choose to have sub-supervisors under them to assist in this aspect of the village or organization.

Responsibilities:
1. Running the specific aspect of life for their village or organization.

Third Level:
General Supervisors

In charge of specific aspects that are too broad to be managed by a single village but too small to necessitate an entire committee and no committee exists that takes care of similar issues.

Responsibilities:
1. Maintaining a specific aspect of life that affects all or many villages or organizations.



Law Heirarchy

Top Level:
Global Law

These are laws passed by The Village Council that are broad and affect all villages. Once a Global Law has been passed, the villages have 30 days to comply with the new law before close examination is taken into the reason behind why the village is not complying with the law. There should be very few of these as they are meant to address only the most core of problems that arise within the villages.

Second Level:
Local Law

These are laws that are enacted by the Village/Organization Leaders as rules that must be followed when participating in that village or organization. They are not universal but villages or organizations may choose to copy or improve upon the laws of other villages or organizations as they are general regarded to be tested and proven.

Committees

Induction Committee

Primary Responsibilities:
1. Finding new villages or organizations developing within the community
2. Providing resources to new villages or organizations
3. Providing guidance to new villages or organizations
4. Keeping track of who is in charge of each village or organization

Village Council Approval Necessary Responsibilities:
1. Adding a new village or organization
2. Removing an existing village or organization
3. Set up rules regarding the Power Transfer process

Global Events Committee

Primary Responsibilities:
1. Coordinating missions that involve multiple villages
2. Keeping track of major events happening in all villages
3. Making sure local events obey global laws
4. Determining successful changes of rank for individuals in the villages

Village Council Approval Necessary Responsibilities:
1. Changing requirements for change of rank

NPC Committee

Primary Responsibilities:
1. Approving new animal summons ranks and types
2. Keeping track of all Jinchuuriki, Bijuu and other powerful NPC monsters
3. Approving new ninja animal companions
4. Keeping Cannon Characters accountable to staying in character
5. Determining who in each village and organization may utilize NPC characters

Village Council Approval Necessary Responsibilities:
1. Introduction of powerful NPC monsters
2. Policies concerning Jinchurriki and Bijuu

Village/Organization Supervisors

Event Supervisor

Primary Responsibilities:
1. In charge of planning and developing new events for a specific village or organization.
2. In charge of staffing events for a specific village or organization.

Law Supervisor

Primary Responsibilities:
1. In charge of enforcing local and global laws within a specific village or organization.

Secondary Responsibilities:
1. In charge of coordinating in character law enforcement within a specific village or organization.

Inter Organization Supervisor

Primary Responsibilities:
1. In charge of maintaining communication between the village or organization and other villages or organizations.
2. In charge of promoting events within the village or organization to those in other villages or organizations.

Secondary Responsibilities:
1. In charge of briefing guests to the village or organization on local laws.

Mission Supervisor

Primary Responsibilities:
1. In charge of developing missions within a village or organization.

Secondary Responsibilities:
1. In charge of teaching new members in a village or organization the basics of how to be a member of The Villages.

General Supervisors

Chuunin Exam Supervisor

Primary Responsibilities:
1. Assisting each village as they run their Chuunin Exam by providing support as needed.

Secondary Responsibilities:
1. Verifying that Chuunin Exams are being run according to the global laws set up by the Village Council.

A suggestion?

The NPC committee has a lot of responsibility. Perhaps one committee for producing and controlling actual NPC's as needed, as well as monitoring new summons and approving summons/NPC's for the various villages, whereas a different committee would be in charge of maintaining the agreed upon level of canonicity for the various villages.

My other concern is that with most of the qualified people electing to lead the Council, who will we find to be village leaders? Or vice versa?

Leadership

Well, hopefully when we open back up we will be able to pull in fresh talented blood. From the beginning the council won't need to be terribly large and I don't see it ever getting much bigger than 4-5 members (unless the need for more arises).

As for village leaders, that's really a personal calling. I don't personally think I would be suited to that route, but El Rey you seem to be better with village creation. A lot of it will have to be planning in the opening of villages, the idea that it might be a single person who 'creates' the village, then advertises it for a month or so in Barton to attract others to help them run and fill it, might be a good one. I don't expect a large number of villages from the very start, would be surprised if we had more than one honestly, but before any of that we need rules in place that would be able to successfully sustain multiple villages.

As far as councils are concerned, yes the NPC Council does seem like it has a lot of responsibilities, but those are much simpler jobs than some of the other councils. I personally think the most challenging and time consuming on that list is the Induction Committee, especially if you consider an ever increasing number of villages to maintain and keep track of.

Hmm. Good point. At least for now, your current system is more than adequate to suit our needs.

And yeah, my strong suit has always been the in character stuff and localized organization. I'd be no good in a high power position. Besides, I like the idea of village leader more, anyhow.

Leadership

So from a top down approach this structure can support large and small communities but is much better suited to a larger one.

1 Village Council Member = 1-5 Committee members taking care of little things, 1-3 villages or organizations each with a leader and under them a total of 1-15 village supervisors taking care of details in each village.

So for just a single person on the council, you can sustain up to 3 villages with 23 total mid-level leadership positions.

5 Village Council Members = 5-25 Committee members (can actually start breaking it down into sub-committee's if more people want a committee position), 1-15 villages or organizations each with a leader and under them a total of 1-75 village supervisors taking care of details in each village.

So for five people on the council, you can sustain up to 15 villages with 110 total mid-level leadership positions.

Leadership

Add to it that we can add non-village supervisors. If the council deems it necessary to have a supervisor who is dedicated to working on Chuunin Exam's regardless of what village they are being hosted in, they can raise one of the average member's rank to supervisor and put them in charge of making sure all Chuunin Exam's are run smoothly and effectively, while providing support to the villages as they design the exams.

Advancement

This is another tricky issue that we need to be very careful about. While the system we had before was great, there were definitely some pitfalls.

1. Growth caused problems: A tournament is wonderful, but every additional team added is pushing towards another round of matches that must be run, moderated, judged, debated, etc. There were also conflicts with uneven numbers of teams, teams who lost members, etc.
2. Stagnation: Every time a Chuunin Exam came around, every village ground to a halt. Now with the separation of powers, I do not believe that this will necessarily be the case, but there is still a problem if 90% of the village leaves to participate in an exam, the village becoming desolate until the exams are finished.
3. Bias Judgment: It pains me to say this, but in every exam that I witnessed, it appeared there was very strong biases at work on the part of the judges. Now I do not fault the judges, they are human and the fall into human traps, people who are friends will get judged less harshly than strangers, but it can at a certain point become a problem.

Solutions:

1. Growth Problems and Stagnation: One simple solution is a harsh weeding round that will remove a good 80% of the candidates. A basic literacy exam where everyone participating must write a 1-2 page story and submit it by a certain deadline (1 week) will curtail the majority of those who have poor writing, spelling and grammar. From that point, the contents of the essays can be taken into account to whittle the contestants down to those who are capable of writing in an interesting manner. This solves both the growth problem and stagnation as after the first round the majority of contestants will be sent back to their villages to continue role playing and improving their abilities. This also takes care of having an uneven number of teams, as the number of teams that pass the writing portion can be pre-determined.
2. Bias Judgment: I propose that while the actual coordinating and planning of the Chuunin Exam should be done by a specific village, in keeping to the rules set up in the Naruto universe it actually makes sense to have the judges for the final round be the leaders of each Village. This will mean that each village has equal sway in who is advanced and can curtail any one village from increasing it's number of Chuunin at too alarming of a rate.

The above solutions are a pretty quick fix to how tournaments are run that I think would solve a lot of issues that I heard during my time role playing in this community. But that isn't to say that it is the only answer.

I believe that there should be multiple methods of advancement for most ranks.

Academy Student -> Gennin - Yes that's right, I'm advocating that people actually start off as Academy Students and move up to the rank of Gennin. Now this movement is not going to be a large change and as a result I think it can be handled within a village without intervention from the other villages. I also believe that this is a unique process to each village, as evident by the Village Hidden in the Mist having a far different method than the Village Hidden in the Leaves.

Proposition:
This advancement is determined on an individual basis by each village.

Gennin -> Chuunin - I believe that this advancement is the one that the most time is spent going over in the anime and as such we have the clearest picture of how it can be carried out, but I believe some alternative options might be in order to help balance the process.

Proposition:
Multiple methods of advancement -
1. Tournament: As run in the past and as described above, the rules on a tournament like this should be designed to allow each village the most customization possible while still placing the final decision making process in as non-bias a setting as possible.
2. Journeyman: Traveling to each village in The Villages, an individual can make a personal plea to the village leader after demonstrating their skills by completing missions in said village. Once every village leader has accepted the plea for promotion, they will be promoted to the rank of Chuunin.
3. Domination: By defeating a Jounin ranked ninja in any village in a regulated and judged match, the winner may be promoted to the rank of Chuunin if found appropriate by the judge. SPECIAL NOTE: This is also grounds for demoting the Jounin to the rank of Chuunin.

Chuunin -> Jounin - This advancement is the one that is almost ignored by the cannon and so it is difficult to determine how this can be done correctly.

Proposition:
Multiple methods of advancement -
1. Tournament: A highly regulated tournament that will not come around as often at the Chuunin Exams, these should be judged far harsher than the Chuunin Exams with at max 1 or 2 individuals passing each time the tournament is held.
2. De Facto Jounin: The primary purpose of having Jounin is to have individuals who are capable of carrying out many missions in foreign villages. If any individual is able to carry out 10 missions in each village, they will effectively be doing the job of a Jounin and as credit to their dedication can be raised to the rank of Jounin. NOTE: The missions must be of a high enough difficulty to earn the Jounin rank and should be reviewed by a Village Council member before the individual is given the Jounin rank.
