I'm not sure if this has already been brought up, but here goes.

My girlfriend recently bought me White, as I wanted it...and she had already gotten Black for herself.
Now, I haven't opened it yet, but she assures me that I can download the Pass/Victini (whatever) before starting the game,
and it'll be there when I start.
If so, this is wonderful, as I want to finish with the Elite Four on SoulSilver first
(I get distracted easily, seeing as I pre-ordered SS).

Anyway, I don't want to start the game just yet,
but I do want to make sure I get the Liberty Pass/Victini downloaded before the event ends.
Any thoughts on whether this is true?

tl;dr: Just got the game but don't wanna start it yet.
Can I download the Pass before starting the game?

Yes you can get Victini before you begin the game. My bf got it the day the game came out, but it was before he even began his game. Just make sure you go to a place with Wifi before the event ends. The event ends April 10th so you still have some time.

Can I download the Pass before starting the game?

Yes.
Because this game is one in which you don't need to unlock Mystery Gift by typing in a phrase in the game, you can use it at any time.
My friend actually just purchased Black and I downloaded the Wonder Card for him before he started his game, since he doesn't have wifi at his house.
Just make sure you download the Wonder Card and the data will be there for you to get Victini.

[Edit:] I just opened the game to get it, and realized that the Victini packet answers my questions. xP
