I'm trying to make an animation but it's not working. I don't know how to make the thing change.

I'm not sure, but I think you need a special program to make animations, like Koolmoves or something.

For an actual animation..you need a program like Flash or something.

I think Photoshop is only good for still pictures and such.

I use Animation Shop to put each frame into an Animated .GIF file

I use Photoshop to make each frame for the Animation.

If you have Adobe ImageReady, you should be able to make animated images. But I prefer Ulead GIF Animator.
