First of all you need to unlock the Relocator. You can do this once you get to Castelia City. Down the street behind the water fountain, follow that street and the last building to the left of the street that has an entrance, go in there and go up the elevator. Talk to the person who is in the bottom right of the room and select these words: "Everyone Happy" and "Simple Connection."
Once that's done, you'll be ready to access the Relocator system however please make sure that you've ended up saving your game first. Once you've done that, ready your previous game and yes, the Celebi in question MUST be from Gamestop because only that Celebi can go through the Relocator, all other Celebi can only go through the PokéTransfer and the PokéTransfer will not activate the Zorua event at all regardless of the Celebi. Anyway make sure the Gamestop Celebi is in the PC and isn't holding any items. Once that's done and you've ended up saving your game, turn that DS off.
Now turn the DS with your Black or White game back on and once you're at "Continue, New Game, Mystery Gift, Game Sync" menu, scroll down to find the "Relocator" menu. Select this option and make sure it tells you to insert Diamond, Pearl, Platinum, HeartGold or SoulSilver into the other DS. Once it has done that, with your previous Pokémon game already in the other DS, turn it back and click on "DS Download Play." It'll locate the Relocator signal which you'll have to click on. Once that's done, the Relocator signal on the DS that has "White" in it will be searching for the Celebi and once it locates it, it'll let you know and then it'll prompt you. Once you have confirmed the prompt, it'll complete the process and then it'll tell you when you can turn your DS systems off. Once that's done, the Celebi will be found in Pokémon White's PC.
