 Rukongai is the largest portion of Soul Society and the most populated.
Rukongai is divided into 320 districts (80 in North Rukongai, 80 in West Rukongai, etc.), each numbered in descending order on how far they are from the center; this results in the higher-numbered (and farther) districts decaying into slums. Thus, while District 1 is peaceful and lawful, much like the antiseptic lifestyle of early-Edo Era Kyoto, District 80 is a hardscrabble, violent, crime-infested area that more depicts Heian era Kyoto. The duties of the Gotei 13 Divisions include defending allocated districts of Rukongai.
Districts;
1 - Junrinan (潤林安, Lush Forest Peace), part of West Rukongai
3 - Hokutan (北端, North End), part of West Rukongai
64 - The North Alley of Wandering Spirits
78 - Inuzuri (戌吊, lit. "Howling Dog), the South Alley of Flowing Spirits
79 - Kusajishi (草鹿, Grass Deer), the North Alley of Loitering Spirits
80 - Zaraki (更木, New Tree), the North Alley of Loitering Spirits

[Rukongai, Section 64, The North Alley of Wandering Spirits
Rukongai...just as quiet as it ever was...probably as quiet as it ever will be. Shiruba's eyes watched over the hobbled homes as he dashed from rooftop to rooftop, remaining invisible to many from his Shunpo, only briefly appearing in reality when he needed to execute a new thrust, just to disappear again...
His Samurai armor jingled slightly as it rocked back and forth, his movements quick and concise, but he was not going as fast as he could. He didn't want to miss the details that may have alluded his vision during Shunpo. He was on his continual search, looking for that man he once knew as his father, knowing that he must be somewhere in Rukongai...but for years, he has not been able to find him...
He gave up asking around for his father a long time ago. That method drained time and, as years passed, his father was probably only a lingering memory in some of the minds of the inhabitants. So, he conducted his search this way, using his abilities to survey the landscape in trying to find his father, a task that seems more and more troublesome with each passing day...
He needed solace...he wanted reassurance that his father had made it to Soul Society without problem...he couldn't accept the reality that his father may have been a Hollow, which is what many of the others have tried to tell him, but he would never listen. He loved his father too much and he was determined to find him...no matter how long it took or how hard he had to look.
He had been rushing since dawn, so he eventually decided to take a break, coming to a stop atop one of the large buildings in this section of Rukongai and sat down, his elbows resting on his knees as he surveyed the land, taking in Seireitei's beauty far away and then the landscape of the crudely made buildings of its denizens. Farther still the forests and mountains loomed on the edges of his vision and the wind against his body helped to soothe his mind and body...but memories of his father's death continually plagued his mind...and began to wonder whether if it was really a goal he could accomplish or not...

Through burdened eyes I have watched...負担の目を通して私が見ている...
In a tortured body I endured pain...拷問本体では私は痛みをこらえ...

In the darkness my sin taints us all...闇の中で私の罪は、すべて私たちに汚染します...

[Rukongai, Section 64, The North Alley of Wandering Spirits
Shiruba was in the middle of his silent brooding, watching Rukongai when Tsuyatsuya made her appearance, her foxen form glowing with white light as she came to rest beside Shiruba, resting half of her body on his right leg, her crimson, jewel-like eyes looking up at him in sadness...
"You shouldn't take this so hard Shiruba..." She cooed softly to him, "You're father's out there...somewhere. You just have to keep looking..."
"I've been looking for a long time..." Shiruba retorted softly, his eyes looking down to his lap as his hand softly brushed through Tsuyatsuya's form, the light whisking backwards and forwards as if it was real hair, "For years I've been looking...I must have scowered every inch of Rukongai at least twice...where could he be? Why is it so difficult to find him?"
Tsuyatsuya sighed more, crawling up to him and rested her forehead against his chest, letting him curl his hands around the fox's shoulders, softly brushing them as he tried to think, "Where else can I look? It seems more and more that he's not here..."
After pressing against him for a few, long moments, she looked up at him and spoke softly, "Maybe...maybe Soul Society doesn't hold the answers for us? Maybe its time we try searching the Human World for answers?"
Shiruba's eyes slowly brightened when he heard that suggestion, but the excitement slowly died when he thought about, "It's not that simple...we would need a good reason to go to the Human World...and I don't know about you, but I doubt the superiors would really consider looking for a long lost spirit a good reason..."
Tsuyatsuya sighed again, hanging her head in defeat, "You're right...until we're assigned to the Human World or there's something important enough for us to go there...so why don't we get moving again? We'd do better on the move then just sitting here..."
Shiruba agreed with that, slowly nodded ad she got off of him, stretching her body for a moment and ran beside him as he dashed from rooftop to rooftop, his speed slow enough to allow Tsuyatsuya to keep pace with him, matching his velocity as the rushed through town, continuing the seemingly never-ending search...

Shiruba's search continued onward for what felt like another hour into the long day. The sun above beat down on his hair and skin as he was slowly drained of his strength. He cursed when he realized this and found that it was really true...
This...this was his limit as a Lieutenant. Was this really all he could muster? How could it be so difficult to find his father...and how could he become stronger to defend those he cared about?
The events of the past weighed heavily on him...the faces of his past friend and Eriko...he couldn't let yesterday happen again. He needed solace...he needed power. He needed to become like his Captain...like all captains. He needed Bankai...
"That's dangerous Shiruba..." Tsuyatsuya spoke to him as they slowed, Shiruba thinking over all the possibilities, "You sure you need that? Isn't using Shikai enough for now?"
"No..." Shiruba groaned, pain entering him again, "It will suffice for challenges...scuffles...but if I need power...power enough to defeat a large threat...like that monster was becoming, mere Shikai cannot give me that. I want more power...so I can protect all that need it..."
Tsuyatsuya remained silent after-wards, her eyes looking down as they made their way toward central Seireitei, his fox following close behind him. As they made it close to the city, Shiruba spread outward with his thoughts, examining the energies of the Shinigami that were powerful enough to be felt from this distance...and sure enough, his Captain's energy was readable and Shiruba followed it, soon leaving Rukongai altogether...
