This is the Mist Village's gate You must at all times post here when entering. The Gates are at constant Patrol at all times and watch over by shinobi's so To enter one must check in with the guards there first or else the gates won't open. ( must fill out reason for entering:

El dispelled his dragon before the Kirigakure gates. As he walked up to the closed gates, a guard challenged him. "Halt! Who goes there?!"
*This is ridiculous* El takes off his glasses again, and gives the guard a flat stare.
"Uh oh. It's the Raikage. So sorry for interrupting you, sir. Open the Gates!" The guard shouted.
The gates creaked open to allow El's entry, and closed behind him as he headed for the Mizukage's office.
