Personality:
Reserved: This little boy is very reserved. He thinks before talking, if he talks at all. He's always standing in the shadows and isn't a person that will go before someone to talk to them, he has to be talked to first. He's hardly seen talking because he thinks that talking is useless. He thinks that actions speaks louder then words and often get's turned off if someone is acting improper.
Uppity: Kefschemsu-mi-horra-jokca is so uppity. He is constantly judging people by their book covers. He also turns his nose up when someone is doing something that he doesn't like. He thinks people should always act proper and when they act out of line then they should be punished. He doesn't like to talk to people who he thinks that are below him and trust me there are a lot of people below him. This is his major flaw; if it wasn't for this I believe he would have a lot more friends.
Skeptical: Kefschemsu-mi-horra-jokca doesn't believe in anything unless he is proving wrong. He's always questioning why things work or why they are like this. He doesn't trust too many things unless again he is proving wrong.

Thoughts of Book Children: He likes them, if they are clean and proper young children.
Thoughts on City People: He founds them a bit annoying because they make up words.

Hi there! 8D Kef is so cute. <3 He won’t like Talulah at all. xD
So yeah, I just had a few questions in regards to personality and how he'd react to certain situations. <3
Okay, so I’d like to know what he does all day. I mean, what part of the city does he hang around in and what does he get up to during the day? Seeing as he doesn’t talk much to others, does he spend his days observing them or keeping to himself…?
Also, how does he react when forced to deal with others? Sometimes a person doesn’t really have a choice about who they have to interact with, what does he do then? And also, how does he feel when he’s proven wrong? Does he accept that he made a mistake in regards to someone and something, or does he resent the fact that he was wrong?
Oh, and what about people he can accept as perhaps above him, as hard as that might be? Is he a little less reserved with those he accepts as proper? And when one does become it friend, is he loyal or likely to drop that friendship as soon as you show improper behavior?

Well he just doesn't spend time in one part of the city. He's moves around a lot because I could see him getting annoied by the same people. He spends his day observing the people and place around him. Wondering why people act like that or why things are made...He's quiet and boring u Au xD

He because very very uncomfotable. I mean to the point wher he mumbles and fidgets. He really doesn't like to deal with people and I feel like he will end up sayinf something like this if it comes down that he really needs to leave. "Excuse me but I need to go, I just remeber that I have something very imporant to do."
When he is proven wrong he's a bit upset but he insantly feels like he need to check up about to make sure that it's 100 percent sure. He doesn't resent the fact that he is wrong yet he feel a bit unsure why he didn't knwo this anwser in the first place.

He a lot less reserved with other he deems proper because he see them as his friend and it's very hard to become his friend and he will def drop them if they act improper. He can't have any of that. xD

Revision Needed: Moderate
You throw a lot of characteristics that tie him into being up tight yet I'm left wondering why? Also, why does he consider himself better? He places a lot on people acting proper but doesn't define what is proper or formal to him. Does he hold himself to a certain lifestyle and standard? And being skeptical is different then being outright untrusting. Is he one or the other?
Smaller things to note:
Nick-names, while he may not like them, by giving him a long name that really OoC is a mouth full, he will most likely need one IC. How will this play into his character? Is his need for his full name a part of his formal/lifestyle standard? Why? Giving him one nickname will be helpful down the road in IC RP.
The History note is cute, but as a reminder, if you want to give him one later on, or if parts of his personality will stem from his history, it might be good to provide it, if in a OoC context. And if you add it in down the road, it will need to be cleared.
On the thoughts portion: He would have thoughts on the forest given it is the first thing he encounters in 'life'. It seems small and can be, but it is there for a reason. The thoughts on other book children are confusing since book children are often not young in true appearance. Just clarify meaning here please.
On city portion small spelling error. he finds. founds is a word with much diffrent meaning then what you want I think XD
On hated things: No animals exist in the city so he shouldn't have to worry about this. ;D
