The waste is not a city, so there are neither laws nor anyone to enforce them. The wild takes care of itself however, so many who venture into the sands will not survive the night. Those that do, do so because they are strong of heart and usually band together to keep out of the elements. There are several things to be wary of in the waste, besides the extreme heat, dry temperament, and overall lack of food and water. There are also the poisonous snakes and scorpions, the larger beasts that patrol the area for food, and the hound guards that are sent in brigades to capture any wayward slaves and put them back on the black market.
