First off, this is not rules for OOC, these are for In-Character interactions and will apply to any action taken by a RPC under the jurisdiction of the Soul Society, i.e members of the Gotei 13.

As with any settlement with structure, there are some laws to abide by and certain hierarchal things to consider. Below you will find a set of laws that are meant to uphold structure within the Soul Society as well as an explanation of the hierarchy in the Seireitei. All aspects of this thread are expected to be considered during an RP, but most things listed are fairly commonplace and you should be familiar with them if you are familiar with the series.

Please note that BWC's Soul Society is not the same as the original; expect differences.

  • It is against the law for a Shinigami to give their spiritual power to Humans.
  • It is against the law for a Shinigami to use forbidden Kidō except when use is permitted by the reigning commander or the Central 46.
  • It is against the law for any citizen of Soul Society to create weapons of a dangerous nature not sanctioned by the feudal government. To do so is treason.
  • It is against the law to attack a captain. To do so is treason.
  • It is against the law to commit terrorist action(s) or attempt overthrow of the balance of Soul Society. To do so is treason.
  • It is against the law to commit murder.
  • It is against the law to kill a Human that a Shinigami has not been ordered to kill.
  • It is against the law for the Gotei 13 to meddle in the affairs of the noble families unless the family in question breaks one of the laws of Soul Society beyond a shadow of a doubt.
  • It is a crime for a Shinigami to remain in the Human World longer than a certain time limit.
  • It is punishable by law to threaten, disrespect, or bring harm to any member of a Noble Family regardless of reason. (see below)

●●●___Spirit King
Soul Society is ruled by a king. He commonly leaves the running of Soul Society to the Central 46 Chambers and Nobles. He lives with his family in the Royal Palace in a separate dimension in the very core of Soul Society, which is protected by the Royal Guard. The King does have a specific system of "speciality duties" which are actively carried out but the exact nature of these duties is unknown. The dimension can only be opened with a tri-pronged golden key fittingly named the Royal Key (王鍵, ōken). The location of this Royal Key is passed down verbally from one Gotei 13 Captain-Commander to the next, the current holder being Hakase Yuki. It is said that no Shinigami has ever seen the king.

●●●___Noble Families
Another part of the government are the Noble Families, especially four of them, which are considered to be the highest of them all. The lower noble houses all serve one of the four each. The Four Noble Families carry the most weight and appear to have some influence over the governmental institutions (i.e. Central 46 Chambers) and even institutions outside of the government (i.e. Shinō Academy). The military (i.e. Gotei 13, Kidō Corps & Onmitsukidō) have no authority to act against a noble family without evidence that their actions are treasonous to Soul Society. Furthermore, members of the Four Noble Families exist above even the Captains on a social level and this includes nobility within the Gotei 13. In order to maintain the peace between the Gotei 13 and the Four Noble Families, it is punishable by law to threaten, disrespect, or bring harm to any member of a Noble Family regardless of reason. However, as noted previously, members of the Gotei 13 that are also of nobility are still subject to all the same laws, but evidence pertaining to the crime must prove it beyond a shadow of a doubt before the individual may be arrested. At this time, the word of the individual's family has no weight against Soul Society law.

●●●___Royal Guard
Also known as the Zero Division, it is made up of former captains of the Gotei 13 who have been promoted to this level. Only captains of the Gotei 13 know of their existence. They are said to have considerable power and tactical knowledge. Only the Royal family presides over them, the Central 46 have no say in them what so ever.

●●●___Judiciary
Central 46 (中央四十六, Chūō Shijūroku): The Central 46 serve the Shinigami royalty (the ruling class of all Soul Society). They are made up of 40 wise men and 6 judges, selected from all of Soul Society. They are sealed into an enclave in Seireitei called Seijōtōkyorin (清浄塔居林) which no one else may enter, regardless of their military or civilian status. They act as a supreme judiciary organization whose authority puts it in direct control of the legal system. They handle all rulings on Shinigami and souls who have violated prohibitions. Their orders are absolute and no decision has been known to be overturned.

●●●___Captain's Council
The Captains congregate together in the main hall of the First Division Headquarters to discuss important issues involving their specific divisions and matters that affect Soul Society. This council is highly formal with the captain-commander leading its proceedings. All captains are considered equal (with the exception of the captain-commander) and determine the course of their individual division unless dictated otherwise by the captain-commander. Votes are carried out via a unanimous consensus.
  • Captain-Commander
    The Captain-Commander (総隊長, Sōtaichō) is the supreme leader of the Gotei 13. The position requires the Captain-Commander to oversee the overall operations of the Gotei 13, Onmitsukidō and Kidō Corps when the well being of Seireitei and Soul Society is at stake. The only power the Captain-Commander is answerable to is the Central 46 Chambers.
  • Captain
    A Captain (隊長, Taichō; lit. Unit Commander) is the leader of one of the thirteen divisions (with the special case of the Captain-Commander).
