You are allowed to finish up any roleplays you have going. In fact, they don't get counted for growth/breeding requirements until they're finished. Otherwise, no. If there is no meta event, that means Hera or any other antagonists aren't active enough to warrant a meta continuation.

If they are approved, only. They are not allowed to continue any activity that is planned for a meta, but they are allowed to simply interact with others or try to rally more to their cause.
