While I was restarting the game to pick up an extra shiny Entei for a friend who has no wifi the mystery gift did not come up when I received the pokedex. It has in the past when I reset the game for store events, I have no clue why it doesn't do it now, any suggestions?

Mystery Gift can only be activated at the Jubilife City TV station in Pokémon Diamond, Pearl, and Platinum. In the station, there is an interviewer on the third floor who will activate the Mystery Gift function if players answer his questions correctly:
Question 1: EVERYONE HAPPY
Question 2: WI-FI CONNECTION
