Chibis. A quick way to draw them.
Did this up really quickly.
1.Start lightly, draw a basic circle for the head.
2. Next put in some guide lines. Which way it'll be facing, a line branching off the head for the body to follow. An oval on the ground to mark where the feet will be.
3. Draw in the basic shape of the body.
4. Goto the legs and feet. Doesnt have to look perfect, one continuous line will do with the basic blob of shape.
5. Make 2 half circles up by the head / neckish area for the shoulders.
6. Figure out where you want your arms and their position and do the same thing with the feet, can be the one continuous line ordeal again.
Once you have the basics lightly sketched out, if you're using paper, go over it and start filling in more detail.
If you're using a computer, add in another layer, fill it with white, set the transparency to where you can barely see the lines under it and go over it and start making the details.
As you can see, the layer under it is still there, I went in, put in the details of the body and the face along with the hair.
Once you've done that step, work on adding clothes, erasing any parts you don't need showing after you've finalized the clothing step and are happy with it.
Used red so you could see the clothes better. Its recommended on paper that you do a little better job than what I am doing. But the great thing about computer art programs is...LAYERS. They're my best friend.

Just goto their site and follow the steps. -- Mouse drawing can be a royal pain, so if you want to try drawing the best tablet I can recommend is under 50 bucks at walmart(dot)com. After you have your chibi all drawn out (and hopefully it didnt turn out to look like an angry hooker, like mine just did... o.O;; ), to your liking, the next step is the coloring. To which I'll leave to your creative imaginations for now. =D

Chibis aren't too hard and best thing about them, proportions don't have to be perfect. XB

Hate when that happens, when scanning I think there are scanner settings some where on the computer. PC's under control panel, macs I've no idea...
