There are many underground forums for malware creators, with new ones popping up to replaces ones shut down by anti-viruses. Some are anonymous, some are not. Some are devoted entirely to a specific type of malware, while others cater to all types.
The largest and most popular board is Underground Revolution, or URev. URev is notorious and well known to anti-virus programmers, but has never been successfully shut down because its moderators have created a near-impenetrable protection system around the board. Its url fluctuates: to find it you have to know where it is on the internet. And it is invite only. You must either know someone who is already a member or hack your way to a mod's contact information and apply. The mods check and double check applicants and existing members constantly to enure they have no rats in their system. Xabaras became infected trying to hack into URev, and Abraxas has not touched it since. Most anti-viruses dream of being the one to finally break URev.
