 2083. World War IV had ended, but not without a price. Within 96 hours of the war's beginning, nuclear weapons were flying, and 2 days later, the entire Earth had been wiped clean. Well, almost. While the rest of humanity was left on the surface to die horribly, somewhere underground were the world's most important leaders, along with several of the most intelligent scientists, and shelves full of human DNA.
Somehow, the scientists managed to convert the shelves of DNA back into living, breathing people. They also did this with the DNA that had been left on the surface, but these humans weren't exactly... human. These humans didn't age, they developed strange powers, or even became an entirely different race! Now, the government didn't want these beings to exist, but, the officials feared, if the creatures were killed, another war might start. So, all the creatures were brought to laboratories where they had labels tattooed on the back of their neck that said "freak". These people are referred to as "The Labeled". The normal humans are called, "The Liberated".
The Labeled are treated horribly by society, no matter what their age, they taken away from their homes and placed in ghettos set up specially for them. The whole lot of them want to leave the small settlement that has been established and start their own village somewhere far, far away. But even attempted escape is punishable by death...
