Headquartered in a large building near the center of the Port Island, right under the noses of the Kirijo who practically own and operate the entire region, are a group which operates in direct opposition to the goals of Mitsuru and her allies. Under the front of a legitimate department store shopping center on the first two floors and several offices for law practice, credit companies, and various other business consultants on the upper floors, the Assembly of Nihilo stalks the subterranean levels of the building which were built in secret and operate the true purpose of their organization from within. Under the direction of their mysterious leaders, they seek with all their operations the realization of the Reason of Shijima via the Conception...and Creation.
Members of the Assembly of Nihilo are welcome inside the Headquarters at all times on the lower levels (via a secret elevator), while the department store segment is available for any resident of the area to visit and shop for business fashions, accessories, etc.
