I've never actually finished the pieces I was supposed to make for contests, but I'll try.. and like Sorren, if you do kinda both of them, does it really matter if you do either ?

But what if you don't have any programs or a tablet to draw digitally? MS Paint would be TERRIBLE. gonk

Well if you do both, do the one you are least best at.
It doesn't really matter if you don't have any of the fancy programs, I don't.
Even paint is fine

It's possible to create quality art in MS paint. I used to know artists who ONLY used paint to create their art and they were much better than me. If you prefer not to use paint, why not use an Oekaki board like this one?

I'll probably be working with traditonal with marker pens. I've lost most of my colouring penceils unfortunetly. Actually I think it might be useful to see how the art will be ranked (e.g. Use of colour etc).
Chii24 on youtube used MS paint only with her animations and most of her art although she has started to use photoshop now but that's not the point.
