In heroes, the powers match better because they have lightning, but the customization isnt right
So I messed around a bit in City of Villains, to see what I could do without the lightnint.
It ended up looking a little something like this

Yeah, thats pretty much what he was originally supposed to look like... But shooting lightning instead of little blue energy balls.

A villain. Heroes didnt have the right customization.
