 A large room with an open window facing out the the mists of the village beyond is situated in a secure compound just beyond the Chunin Exams. A gathering of the Kages has been called by the Udai Council to discuss the election of a new head ninja.
Rules -Any act of violence or deception will be seen as an act of war. -Kages can send someone to act on their behalf. -Kages (or their proxy) can have one guard for protection. -Guards can talk, however they are asked to remain quiet. -Each Kage will be given 5 minutes (1 long post) to update the rest of the Kages on the situation in their village over the last 3 years. -After that, all the Kages can suggest a ninja to take the Head Ninja position. -A vote will be cast. -Hakanai Denrei of the Udai Council will be acting as the mediator.

 Removing his ANBU wasp mask as he walked in, Kirabachi entered the room with a stern face. He hadn't had a cigarette since he entered the land of Mist... it was a poor choice of days for him to run out. He had been on mission when he received the order to act as the Hokage's proxy. With passive eyes- he surveyed the room without a word. He seemed permanently cross about something and he smelled heavily of cigarette smoke. Taking his seat, he gave a nod to the Udai Moderator... Hakanai Denrei who was standing against the far wall with an equally cross look on her face.

Can you truely see me... Garou Remaining silent threw the entire journey to this point he also walked inside the room, the surrounding area seemed quiet and sound as he continued to walk with his sensei. He remained quiet and followed orders to the letter threw the journey and he was going to uphold his oath of silent for the sake of his village and his own life. looking over to his sensei and the other person he could tell that they were both mad, but he understood why his sensei was mad. Regardless he stud up straight behind hie sensei to look as professional as possible while focusing on his surroundings in case there were going to be any attacks. in the Midnight Black?

A clammier from outside was accompanied by boisterous shouting and violent accusations that so-and-so's mother slept with a man whore.
 "WHAT DO YOU MEAN ONLY ONE GUARD! The Boss never goes anywhere without his entourage!" "Yeah! Entourage!" "His entourage! We're very important people!' "Yeah! Important!" "We're dip-lo-mats! The crew gang-chatter outside was done with a very heavy Brooklyn accent from each of the four voices. Seven punks, all dressed in Japanese schoolboy outfits have converged on the guard at the door. "Listen up... I told you louts that I was going to have to go in alone- DON'T mess this up for me! This is the first time I'm acting as the Amekage!" An older voice with a good deal of arrogance spoke up and the sound of a man being punched violently in the stomach could be heard even in the chambers. "But boss!" "Clam it Keno! I'll beat you a**-"
The doors opened and a well dressed thug was caught in the act of holding one of his subordinates up by the shirt collar.
 He froze, slowly lowering the boy to the ground. Snapping his men all bowed in unison. His guard (the one on the right in his picture) gave a nod and slunk closer to him. Dusting his hands, the Amekage gave a big smile. He was big time now!

 Behind the thugs and punks, the slow, deliberate step of the sound village's proxy arrived. He was rather dark and broody, but seemed to be laughing on the inside about some in-joke. "Gooooood eaaaavning...." As he offered his greeting with a heavy European accent, he gave a great, sweeping, deep, bow to the two Kages and Denrei. He had no guard, but you could guess his purpose for attending. He was probably out of the loop and inciting an attack against him would be PERFECT for Sound... then again who could they have sent? Virus?

Denrei occupied the far corner of the room. She had half expected the Hokage himself to attend, but she was relieved when Kirabachi had taken his place. As much as she disliked him, she disliked the crazy old man more. She felt like she needed to take a bath after the next two kages entered the room. The Sound representative was obviously a proxy but he made her skin crawl all the same. The rain "kage" was a disgrace. The Udai council had just put down ANOTHER attempted overthrow but internal corruption had "elected" this scum-rag and his cronies as the Kage and "jonin". They where a disgrace to the ninja code. The few actual "ninja" who still resided there where either constantly on mission to make money or on some assassination mission. Most had been smart... and just left. A few had come to the Udai Council and where skilled ninja. Corruption had always been rampant in Rain... but this was just pathetic. And the way that d**k head was looking her over like a slab of meat in a butcher shop window? It made her stomach turn.

Status: Old Location: At a freak-show╚════════════════════════水神 北川═╝Ƚady Mizukage marched down the hall, the steps of her callused feet strong, deliberate and strangely audible- as if she were actually wearing shoes, in her signature 'war general' composure which she always assumed for "official business." She was followed by her gaurd, the blue skinned, shark toothed, multi-sword-wielding leader of the S.S. Both their gleaming, neon-blue eyes were deadset in a vicious stare that could pierce even the thick-as-a-brick-wall fog that hung over Kirigakure and mirrored each other's almost exactly. It was rare that even one other kage was in their village. Let alone the whole lot. This should be interesting. Mizukage Suijin scoffed in her head. Passing by the mob of Rain ninja, she gave them all a disgusted glare. She dealt with thugs every day in Mist, and she detested them. Brutal, sadistic shinobi were one thing, but the way she saw it- your garden-variety thug had no style. No flare. No form of decent technique whatsoever. They were all hot air and fists. To see shinobi like this.... <********, this world's going to s**t, ain't it?" she grunted to Mizuchi. Despite her lack of height, her presence seemed to fill up a space greater than her physical stature. And it was quite an intimidating presence at that. Like a monster just longing to burst from behind it's bars, held back so long, and tear apart anyone who so much as looks at her the wrong way.He smirked and replied with, "'The world has to fall far before it can rise up to meet it's challenge.' You taught me that yourself remember?" "And don't you forget it." Shoving the doors aside as if they were the foulest of creatures, her scornful eyes made a quick survey of the room before she took her seat. All she gave was a curt nod of acknowledgement to the guests of her village. Of those present, only she and the Amekage were actually kages, and she didn't see how anyone in their right mind would make him leader of jack-s**t. Oh yea... this'll be real interesting.

 Masato Woshi Masato's thuds along the wooden floor of the hallways gave a false sense of a massive man walking, however, the unnatural weight surely came from the man who's arms were dangling seemingly useless. In hindsight the Kazekage should have figured out a way to hold them in place in slings of some sort before they got to the summit; if he was going to be faking disembodiment for the sake of seeming weak he should have prepared better. "When we get to the room, I will need you to guide my arms onto the table, I will help, but it needs to look convincing." The man whispered to his chunin bodyguard before he turned the corner to the main meeting room.
The sight of the Rain ninja only made Masato feel as if they were later than they actually were. Once at the door the Kazekage maneuvered his shoulder in a way that it forced his wrist to open the door for him rather than using his hands. Upon entering Masato gave a small nod at each of the ninja, he was the young blood here, since he more than likely was the newest Kage, and he didn't want to make that much of ruckus so early in his term. Without saying a single word he leaned against the door to allow Akeru to walk through and guide him to his seat.

A few moments after The Kazekage entered the Room with the other Kage's had already gathered in; he didn't say anything at first as he looked each person over. It appeared that the Kage's from the village hidden in the stone; Cloud, and Grass had yet to arrive. As he walked over to his seat there was another boy following behind him. No one other then the Mizukage would notice but he looked exactly like The Tukikage had back during the time they had fought back in the Tengu War. "Now this is something that we don't see every Day now is it?" He asked mainly looking over to the Mizukage; who was the only Kage he had actually known before becoming a Kage; having meet her back when he was a Genin.
As the Tukikage sat down in his seat; he had to move the sword that was on his back; however as he moved it Samehada seemed to almost shiver slightly; which in truth was the scales under the bandages shaking slightly as he moved it. The Boy who was acting as his guard standing behind the chair that the Kage was sitting in.
However the moment Hakubo's eyes landed on the 'Kage' from the village hidden in the rain; the man almost had to force himself from smacking his hand into his face; THAT man was a Kage? Hell Warui had been more professional then this guy. He couldn't believe it, the Kage had gone from a Nine foot tall monster; who had been Kage when he was gathering the Signatures for the Alliance with Warui and Maha; but now.... THIS; he looked like the kind of guy himself and Warui would have torn apart in there younger days just for being so smug... well Hakubo had been smug too; but he had the ability to back it up;... that didn't appear the case with the Rain village's 'Kage'
Even though himself and Suijin hadn't gotten along very well back in the day' he was fairly glad to see her; at least he had someone around the same age as himself here; It would be a bother if the next oldest ninja was still 30 years his junior, they had all grown up with the alliance watching over them. At least he knew that The Mizukage knew how bad things such as the Tengu war had been; and hopefully would be able to rely on that fact for her to be one of the voices of reason if things got out of hand; she was hot blooded and acted like a was monger at times; but she wasn't stupid; she knew how bad things could get if hell broke loose while they where here.

"Within every lie, there is truth Within every illusion, there is reality"  Akeru didn't understand why Masato needed to appear weak, but he was the kage, so she wasn't going to question it. She'd rather appear strong herself, but she assumed there was a reason that wasn't her business to know. As they passed by the rain ninja, Akeru only raised an eyebrow. It was definitely an odd group, but she held back the need to make a smart-assed comment. Instead she tended to her duties guiding the kazekage. As they walked into the room, Akeru guided Masato's arms just like he had asked her too. Deception was one of Akeru's specialties, so she was quite the actress. To her, it was nothing but another illusion, and being a genjutsu master it was her duty to pull off every illusion with perfection. Once Masato was in his seat, Akeru bowed to the others there and stood at attention, ready to observe what was going to happen and watch for any threats, since she was a bodyguard after all. And keeping her mouth in check would be her greatest challenge, but she had gotten much better at it when Tanto was in power, so she was pretty sure she could go through the whole meeting without making a peep unless she was specifically addressed.

 Kirabachi had gained some repute as head of ANBU's counter intelligence and his identity... or at least his code name... was well known by other foreign intelligence communities. The name the "Hunter Wasp" had become something of a legend and most had expected him to become the Hokage despite his young age at the time of the passing of the last Hokage. Instead the reclusive "Eimai Buta" had been selected. From his position as "Counter Intelligence Director", Kirabachi essentially ran the ANBU. He had reformed the organization and he was their defacto leader despite a figurehead holding the ANBU's leadership position. He was known for a cunning, if not brutal, intelligence- a fact he promoted being known.
He knew the other ninja at the table well. Starting with Hakanai Denrei, she was the only Sound Ninja ever to join the Udai Council. She had worked her way up by strength alone and was widely regarded as one of the best sensors in any nation with a few possible contenders. Prior to her appointment to the Udai Council they had engaged in several combats. She had matched his wits each time with tensity and a fierce (if not a bit stubborn) spirit. He had his personal grudges against her, but she would make a fine Head Ninja. He didn't like her connection to the Sound Village however. She left under mysterious circumstances and the Otokage's puppet strings where long...
The Hakubo Shidou, the Tukikage, had been a hero in the Tengu War. Since then the Waterfall Village had become somewhat reclusive. Only a few Waterfall ninja attended the exams each year, sometime not sending anyone at all. It was rumored that the sword on his back was the legendary sword "Samehada". History and the presence of it's wicked chakra was evident of the authenticity of that. While the Waterfall Village had little standing these days, he would still be a powerful voice due to his experience and seniority. He'd be wary of any Sound Ninja, he's matched wits with the Otokage on several occasions. Directly and indirectly...
Masato Woshi, the Kazekage, was a newcomer. Despite this, with the military strength of Sunakageru, he was one of the heavy hitters. He was in a similar position to Kirabachi. They both represented larger nations with almost no clout. His operatives from the sand village reported that he had graduated at the top of his class at the academy in suna. They informed him that this ninja had trained directly under the former Kazekage. Medical records he'd obtained suggested he had lost his arms some time ago- this was supported by the aid he required. Still, there was chakra running threw this arms. Kirabachi couldn't detect more than that with Omamori. The ANBU intelligence files on the new kazekage included his promotion to head medical ninja. He was one of the “rebels” who had removed Tanto from office. ANBU believed that his man may be responsible for the entire revolution. If that was true, his ambition wouldn't rest here. It was possible that he would suggest a Sand Ninja and attempt to ascertain a degree of control over the Udai Council either directly or indirectly.
The Mizukage was the host here. Her voice held the most experience and her nation was strong- if not simply brutal. He respected the Mist Ninja, they had their heads in the game at all time. When she wasn't drinking, she did too. Then again... everyone had their dirty vice. He liked his death sticks- she liked her drinks strong. She had a track record a mile long. She was a powerful Kage with a tremendous amount of social power as well. Her broadsword "Oniago" was the stuff of legends. If he was to get her on his side, he would have to exude the strength and power that she did. Her temper would be the only wild card here. He felt most at home with her however... at least he knew she would try to kill him if he found himself opposing her. Masato and the Tukikage where both more deceptive, there was the real danger.
The Sound Ninja was not familiar to him beyond a few mentions of him in recon reports. If he understood the information correctly he was also a counter intelligence. He had only been seen on several occasions. Most of the time by captured recon ninja. If this was really him, he was close to the Otokage...
The Amekage was a relative unknown. He was named Kenichi Nishiguchi and he was the oyabun of the Yamaguchi-kai Yakuza. A recent overthrow attempt, sponsored by the Yamaguchi-kai, was quelled by several Udai teams. Still, utilizing the confusion that followed, Kenichi was able to turn the current leadership against itself. The "invasion of foreign ninja" (referring to the Udai Council's intervention) was the new rallying cry and the old leadership was disposed of from within. Portrayed as the "hero", Kenichi and his brothers became the leader of the village. It was unknown if he actually had any formal ninjutsu training... but it was doubtful. Still, it was best not to discredit an opponent. This was his first formal apperance as the Amekage. By Kirabachi's estimations, he could be bought off and that was dangerous. He might even be in the pocket of the Otokage... but no one could say for sure.
His eyes still stern and his jaw locked, Kirabachi regarded each of the incoming Kages with an almost militaristic demeanor. He respected the Lady Mizukage and the Tukikage above the others. However... he was not expect them to be the ones that where the shakers and movers. Instead they would lay out the ground work for what was "acceptable". The unknowns would decide this. The Amekage was unfortunately one of them...

Natsuhiko Jimeinori was one of the last few kage to enter the room, much to her chagrin. She paused in the hallway just outside the conference room to turn and nod shyly to her three, identical guards. They each showed signs of hesitance, but let their kage proceed alone. There were some things she needed to do by herself, or she'd never be taken seriously.
Natsuhiko proceeded to calmly push through the double doors and clamber into a free chair as gracefully as possible, given the height difference between herself and the furniture. She silently regretted not bringing a phone book to the meeting.
The Tsuchikage took a deep, cleansing breath and allowed herself to relax her tense muscles and straighten her posture. She could at least see over the edge of the grand table now.
She nodded politely to the kage she recognized from the previous year's chunin exam.

Keichii Shiro strolled through the doors of the conference room looking rather disinterested and, if anything, put-out over the whole affair. Considering his trademark sneer had yet to leave his face, it was difficult to tell if he'd actually gained any wrinkles over the years.
He was dressed nicer than usual, and the lack of blood bags on his person made his trademark smell less offensive. As he took his seat, he muttered something obscene about whoever forced him into wearing semi-formal clothing and shivered violently. He was freezing!
He crossed one leg over, putting emphasis on the action's casual nature as a small act of defiance. He could be home in front of his fireplace right now.
It was only a couple minutes, however, before the Yukikage resigned himself to his current predicament and lazily scanned the other present kage.
It had been years since he last bothered to show up to a summit. Considering his village's geographical location and eternal neutrality, the lack of interest was mutual. On the other hand, he recognized almost no one.
"Shoot," he whistled, "Never fig'red Kage position had such terrible job s'curity. They just keep on changin' 'em out e'rey year!" He eyed the Kazekage and the Tsuchikage warily, looking rather surprised at the latter, "An' make'n 'em younger too..."
He glanced up at the Mizukage. It was minute, but his sneer shifted a little closer to a smirk upon meeting her gaze, "Fancy seein' you here, Suijin. Figg'red they woulda switched ya out fer a younger model by now~" he lilted, playing with fire.
"...But I guess they just can't beat the classics, now, can they?" he amended fluidly with a knowing grin.

Doing: Considering whether starting a war is worth giving the ol' Yukikage a good smack on the head or not Status: Old Location: At a freak-show╚════════════════════════水神 北川═╝Єying the kages as each arrived, she noticed the Kazekage's position had, yet again, switched hands. She regarded Samehada with a particularly aggitated scowl. Samehada. Once the sword of one of the most infamous Seven Swordsmen of th Kirigakure. But that infamous man was the one she considered one of the best in history. You could say he was... a bit of a role model for her. Save for the part where he defected of course! One who didn't know her well would think she was jealous. Those who did would know that's not jealousy. She was just pissed because it was in the hands of a "******** hardly noticed Keichii Shiro's entrance until she hear that familiarly obscure accent. What she noticed immediately was the scent of blood on him was substantially less strong. Mizuchi sweatdropped at his remark, knowing Lady Mizukage's temper better than anyone. What he was doing went beyond playing with fire. It was more along the lines of standing in the middle of the ocean in a lightning storm, holding up a giant metal pole. Of all thing things that should never be so much as implied to the Mizukage, insinuating that she wasn't quite as young as she once was was probably the one to avoid at all costs. He was just greatful that he managed to save himself with his last comment and hoped it along with the fact that the Mizukage and Yukikage had history would be enough to keep her anger down. And indeed it was. Wearing her trademark wide, montrous grin which in her.... advanced age deepened the wrinkles on her face, she chuckled. "You can bet your a** on that, chicken-limbs!" She used her old nickname for the Yukikage to jab an insult at him the same way he had done so to her. It was in a friendly sense of course, what with the memories of their first encounter still so fresh in her memory. Then the times they'd visit in the years after the war while they coordinated the reconstruction of Snow. Ah yes, those. He hadn't quite mastered the art of not pissing off Suijin but eventually, after many a sake bottle being chucked at his head, he got the hang of it. By now, Mizuchi could even say he's mastered it. Speaking of sake, why didn't she have a bottle in hand right now? As soon as Matsue learned about the summit, she'd rallied the combined efforts of Mizuchi, Dev and Shouta to try and convince her to go in sober just this once. And when that didn't work, they got her grandkids to steal her stash and had Yasukei cut her off before she had time to go run to the other bars.

 Masato Woshi Masato was only able to study up so much on Four's files on the kages, which included small excerpts about the Tsuchikage, the Raikage, the Hokage, and the Mizukage, however the others were complete unknowns. The Yukuza looked shady, and the fact that the Mizukage and the new guy were bickering just made the room all that more tense. Though, instead of expressing this outwards, Masato let the events go, instead, he sat quietly waiting for the meeting to start.
