Okay...this one is going to be dificult for those that have not seen Garo. If anyone hasnt..try searching for it or downloading it from Tv-Nihon.com. Anyway here are the main points of both characters.
~Golden Fang Garo/Kouga Saezima~
Garo focuses on the life of Kouga Saezima, who assumed the title of Makai Knight to protect humanity against dark demonic manifestations called "Horrors." In his quest to purge them, he encounters a young girl named Kaoru whom he saved from a Horror, but was stained with its demonic blood. As a rule, those that been stained by the blood of a Horror shall be cut down, or else they will die painfully in approximately 100 days. Kouga had mercy upon her and tries to find a way to purify her before her remaining time expires.
As Garo the Golden Knight, his armor helps protect him from damaging blows, but his armor isn't unbreakable. If a Horror is strong enough, they can damage and injure Kouga. Should the armor be exposed to a very powerful blow the armor will retract before the 99.9-second time limit. The Fanged Wolf Sword (牙狼剣, Garōken?) of Garo transformed from Kouga's Makai Sword (魔戒剣, Makaiken?) is a powerful weapon that can cut down almost anything and only a rare few Horrors are strong enough to resist its force. Kouga is able to use a technique called Blazing Armament (烈火炎装, Rekka Ensō?). This is when he uses the Madou Fire from his Madou Lighter to encompass his sword and his armor to increase his damage potential. In some episodes, he's able to use Blazing Armament without the use of the Madou Lighter. When riding Gouten, his combat strength is increased and his Fanged Wolf Sword is able to transform into the Fanged Wolf Horse-Slashing Sword (牙狼斬馬剣, Garō Zanbaken?). Because his armor is composed of Soul Metal, the armor reacts to his will along with Madou Fire.
~Shinken Red/Shiba Takeru~
Shinken red not only is a skilled swordsman but is also greatly inhanced with the origami disks and other items he uses in fights. Many weapons and power-ups are available for him including his final form using the super disk.
(sorry but i think everyone knows about shinken red. sweatdrop )
Well then let the voting beguin! In my opinion this would be a very dificult fight for either of them. Unlike shinken red, Garo has a time limit..wich makes him fight his hardest from start to finish. Along with the added powers from certain artifacts, he may be a dead match against shinken red, causing a stalemate. All in all i think the deciding factor is the time limit for Garo. That alone makes him push himself harder from start to finish. This makes him far more dangerous in a fight.
So...i think Garo would win...barely. If the time ran out, sure, shinken red would win. But i doubt Garo would allow that to happen.

Garo can summon golden armor which is quite resilient and ups his fighting ability quite a bit. The biggest drawback however is that it is on a timer, forcing him to take some of his fights untransformed most the time. In this transformed form however, he has a powerful blade, a horse he can summon, fire and a bunch of adapting abilities which time and time again let him overcome the odds.
Shinken Red is a strong fighter who endured more than he had to and made himself stand out from the bunch, being one of the few rangers to really stand above the team and show they can fight without a team sometimes. He has very strong sword technique and a good mastery of fire.
The two share a lot and its a fun fight to see in my head given they both can have cloud-sized swords and are very intense in fighting. Its a tough call who could win and best the other one. Both would likely be resistant to the others fire a bit, both are very trained and skilled in their style of sword combat, and both have a strong sense of fighting. I'd say in most cases, Garo could overwhelm Shinkenred but his time limit would be his biggest downfall, forcing him to "loose" in one way or another if Shinkenred could endure long enough as he seems able to do.
When Super Shinkenred comes into play, he gets quite an edge in power but it feels almost undermined later on. While strong, it never offers any new versatility without it being Hyper. This can bridge the gap in power and give him more of an edge, but I don't see it being a big jump without it being the rarely used Hyper and even then I'm not sure the extending blade would be enough to give him a leading edge over Garo. If anything, it would only help exploit Garo's time problem.
Gaining the edge further, Shinkenred gains a bazooka weapon later which adds to his ranged attacks and can help him in fighting Garo and beating him, or at least delaying things. This combined with the above makes him get more and more of a gain over Garo.
I'm usually cautious on using sentai mecha against non-sentai but Garo seems capable of taking out giant stuff and could possibly take out the lion origami and deal good damage to the ox origami as well. They would help up Shinkenred's arsenal a bit, but I feel Garo could take them out more easily than dealing one on one with Shinkenred.
In Garo vs Shinkenred, I just barely will go for Shinkenred. Garo is very powerful, but his limit on the time he can use it limits him too much.
Spoiler Bonus: Once the time limit is over, Garo doesn't time-out or loose like Ultramen might. Berserk Garo would likely be able to take down Shinkenred but the frenzied state makes it questionable and I couldn't really call it a victory if he has no self-control in the battle.

Might as well close this fight, since its so old.
But since its a tiebreaker I'd have to give it to ShinkenRed, simply because of GARO's time-limit.
Yes, I realize that's not much. That's what I think the tie-breaker would be... Besides, I haven't watched much of GARO. Good show though.
