Capoeira: Being at Hillworth has made it increasingly hard to keep in direct contact with his group and makes training a bit harder than he expected. He started this in his early teens and continued learning as much as he could. It was originally a ploy by his parents at the suggestion of the school to aid in his anger management skills early. While it has stopped his from actively having the energy to look for fights, his temper still hasn’t died down as much as his parents had hoped. Still, it has been the most effective activity to burn off excess energy and something he likes very much. While you couldn’t call him an expert at it, he has enough skill and training to adapt the style and use it regularly without having to rely on brawling. Waylon knows it is not merely a martial art but much more of a dance and a game and he appreciates it as it is. DON’T MAKE FUN OF DANCING. SERIOUSLY. OR HE WILL DANCE HIS FOOT INTO YOUR FACE.
Trumpet: This is pretty much the only thing he can totally immerse himself in at a place like Hillworth because of the music program. Giselle, his trumpet, is one of the only personal possessions he brought with him from home that he uses on a daily basis. Having played it from the moment he finally set down the school appointed clarinet, his appreciation with jazz music quickly became a lifetime ambition to master the brass instrument. He is a very active and dedicated member of the Hillworth band.
Clay sculpture: He had to take this in middle school as an elective and found out that it was fun. More fun than anything else offered at school anyway. Besides, they make good gifts. He was never one for art but it feels good to actually make something and possibly use it. He normally sticks to cups, bowls and vases since his artistic measure and his time both run rather thin. The longest and most artistically involved thing he did was a series of clay My Little Pony figurines for his little sister. (He'd never tell anyone but he kept one for himself. BUT IT HAS A SKULL ON IT SO IT'S MANLY)
Texting: Waylon LOVES texting. He will do it all day and all night if he has your number. He talks more through Times New Roman font than he does in real life. There are times when some people have sworn that he was texting while unconscious. If you don’t get a response within 2 minutes, his phone was most likely confiscated and destroyed by school staff.
Virtues:
Persistent -- Gives 110% to everything he does and, if it doesn't work the first time, he'll give 150% and so on and so forth. He will get what he wants every time and try even harder if he fails. Nothing is more of a threat to his ego than having to quit. He will do something over and over and over again until he gets it right. He may not think about it consciously but most of the things he does are on a trial and error basis. There are a huge amount of ideas in that head and he will use them ALL. Life isn't about the cereal, it's about the prize inside and he will eat every bowl of cereal he can get stomach to gets that stupid prize.
Nonjudgmental -- Need a shoulder to confess on? Look no further! Waylon doesn’t judge. He’s done enough bad things in his life to know that you aren’t a horrible person because of what you do. If he likes you, he'll give you a second chance based on character alone. You can tell him anything. He won't pester or nag or tell you that you're life is going nowhere or hold your deepest, darkest secret against you. He can definitely be someone you can spill your entire life story to and not worry about his opinion of you changing.
Goals are everything! -– All of his enthusiasm and determination are normally aimed for a short term goal. Quite often, he will be as creative and outlandish as possible when trying to break Hillworth rules. Will he climb a tree to smoke out of sight? You betcha. Will he try to climb on the roof to get out of class? Without a second thought. Will he try using his illegal cellphone to order pizza during lunch? ...No. But he'll darn well think his hardest about it. However, Waylon does have big plans for the future. He has goals that he works towards and has things that he wants to do in life and tries his hardest to reach them even if it’s something small. No matter what, Waylon tries his best to approach every hardship as a challenge.
Flaws:
Easily Provoked -- The smallest things can and will set him off. Once he’s riled up, it’s hard to bring him back down from that state. If it’s blatantly obvious that someone is going after him for the purpose of starting a fight, it’s no longer a matter of if but “when” Waylon looses it. He’s not the type to throw around witty banter before a fight. He’d rather just dive right in and leave talking for later. This can definitely get him into trouble since anyone can trigger this; even someone who he has no reasonable chance against. This has been the cause of more lost fights, broken bones and chipped teeth than he could count.
Apathetic --People say Waylon is actually mean-spirited and does bad or unsavory things because he's generally a bad person. But, deep down, any one who really knows him will say that...he just doesn't understand how you feel. It's hard for him to put himself in someone else's position unless it's blatantly 'Dora the Explorer' obvious. He is mostly around you because you are entertaining. Don’t beat yourself up if he seems to be totally uninterested in what you’re saying even if you’re pouring your heart out to him. Who cares if your cat died? He's never had any pets so he'll probably tell you to get over it and move on. It was just a cat right?
Impractical -- When Waylon needs to get something done, he'll think of 6 bazillion ways to do it before he comes up with a good method. He could never be called the sharpest knife in the butcher block. He can come up with something doable but the man power or even the expense are both too high. Give him a month and a set of power tools and it could be done but, if it needs to be done tomorrow, go to someone else. He just doesn't understand when too much is actually too much.
PHYSICAL DESCRIPTION

Hair: 3 long braids that are wrapped like a ponytail. Hair is on the verge of black kind of dark brown

Sailor Scout Attack: Parthenope's Dead Aim
Parthenope uses his index finger squirt gun style to fire a small amount of tar in the direction of his opponent that sticks on contact and can bind the opponent to anything like super glue but remains the same consistency while being sticky. It lasts 2 posts by the afflicted character before becoming breakable.
*Disclaimer: It is NOT a real projectile and cannot damage an opponent with a direct hit. Just to make that clear! xD
Super Sailor Scout Attack: Parthenope's Predator Trap
It follows the same premise as the first attack but starts to bubble and become molten upon contact with the opponent and can cause scalding/burning injuries while also binding the opponent. Also last 2 posts by the afflicted character.
Eternal Sailor Scout Attack: La Brea Parthenope creates a large tar pit around him. It can be any shape or size but cannot exceed 10ft in either direction of where he is standing. The tar is extremely hard to maneuver through. Upon wandering into the pit, his opponent will find themselves immobilized if they're still for any length of time or if they wander more than 2ft. After this point, the victim will begin to be dragged down underneath the surface. The sinking doesn't stop until they are completely immobilized from the shoulders down. This attack cannot directly kill an individual but can last up to 5 minutes (5 posts)depending on Parthenope's energy level. Parthenope himself cannot leave the spot where he first started the attack or he will suffer the same effects albeit more slowly. It can be used twice in battle.
(The eternal attack is still kind of under construction since I’m sure it’ll take awhile for it to actually come into play but, if it’s good then I’ll just keep it this way. If you've got any questions or concerns about anything, you have my Aim ;D )

Personality looks good and I LOVE the attacks!
One thing, though - I'm not seeing how "I'm not your Mom" is really a virtue. Could you clarify it a bit? At the moment it just makes him appear apathetic as opposed to an appealing quality.
An option you might want to run with is nonjudgmental - same basic idea in that he's not going to judge a person for what they've done (mostly because he doesn't care what they did to begin with).
