Sailor Moon's power was often used in a healing, spiritual sense. Against reploids, who though have emotional capacity, her power would probably have been ineffective. Now other senshi have powers that clearly have a direct effect, like Rei's fire. Now, both Megaman and Zero have augmentations that allow them to resist pretty much all elements.

Well, if you take the Sailor Scouts in their earliest form, and pit them against Megaman or say Zero at their earliest form, it might be an even match. And I suppose the same could be said later as their powers develop. It's hard to say exactly how effective the sailor scouts powers would be against such elite reploids. On the other hand, the weapons Megaman and Zero use would quite literally obliterate the sailor scouts. Were talking about energy that vaporizes the toughest of metals, as far as what it would do to beings of flesh and bone goes without say.

Now Megaman and Zero aren't impervious. Typically they are damaged, even in their higher forms, by massive amounts of destructive energy, or direct damage by somethind that can actually penetrate their armor. As a result of this, I would think the only senshi that could actually pose a real threat to them would be Saturn. Pluto as well, all things considered.

But even considering Saturn, she usually has to channel her power in some way before unleashing it. Megaman and Zero are extremely fast and can dish out two to three attacks per second, each with the capacity to annihilate most anything not heavily armored.

On the same token, even though I think Megaman or Zero would best the sailor scouts one on one. I think it is quite possible, that working together, the scouts could defeat either one of them, as the diversity of their combined powers is not something that can be overlooked.

So yeah, one on one I still put my vote on Megaman/Zero
As a whole unit, I'd say Sailor Scouts have a good chance of beating Megaman/Zero.
