Well, when I as having problems with this, I'd shave, and the next day I'd scrub the area with a loofah, sisal rope sponge or something equally exfoliating and antibacterial soap.
I rub the area down with bacitration or neosporin to keep an infection away and it seemed to work.
It's gone away on it's own now.

Pretty much what Xip said -- I exfoliate like a hoe every time I shower until some of the hair has grown out (NOT FULLY, just a bit!) On top of that, I like to apply this mixture on any part of my body that I shave (armpit, legs, bikini area, etc):
1 part witch-hazel (good witch-hazel, make sure it's pure and doesn't have random s**t in it) 1 part Absolut vodka (plain, no-flavor. I use Absolut because it's an alkaline vodka, not acidic. THAT'S AN ENTIRELY DIFF. SUBJECT ON IT'S OWN.) Couple drops of Lavender essential oil (smells good and is calming, but you can use any essential oil you prefer!)
I put this in a dropper or small bottle and use it just like you would an astringent; put some on a cotton ball/pad and wipe away after a shower! After that you can put on any moisturizer you want, to prevent dryness, etc. :3 I just use olive oil mixed with Lavender again (but you can use it plain!)

I want to make a joke about somebody exfoliating with a cactus but I can't really think of how to word it.

I wax my pubic hair into a landing strip. To prevent the ingrown hairs, I wax right after my period ends, and a follow up if the hairs grow back before my period starts. I wax routinely to prevent thicker hairs from growing back. I also use a loofah once a day on my pubic region to help coax the hairs out from the skin. Taking baths to help open the skin up will also help prevent the hair from curling under/inside.
I also use Neosporin on the pubis to help ingrown infections subside. Once the ingrown hairs heal, they will eventually be exposed from constant exfoliation. Do not use Neosporin any where near the vulva or v****a.
