I do remember seeing a block communication option somewhere, I think.
Right click on his name, I think one of the options is "more" and more options come out.
A block communication and report player option.
Not sure if that's a permanent block...
I've never used it.

You can always email Blizzard if you can't find a permanent solution. They're generally pretty good about accepting suggestions like that. Although it takes a year or so for it be implemented even if they like the idea... >_>
