This is a thread where announcements regarding the Otogakure will be posted. Periodically, announcements will be made regarding rules of the Otogakure, events, or other information which pertains to the village as a whole. Be sure to check this thread every now and then for important announcements regarding the thread organization and village wide initiatives which the Otokage will need to have carried out by their citizens.

In game, applicable announcements will be delivered by messenger swallows which will perch on your shoulder and deliver a colored ribbon with a coded message on it. (Only official shinobi of the Otogakure can read these coded messages). Ribbon color is indicative of the nature of the message:

Green Ribbon: A personal message from the Otokage.
Blue Ribbon: An official Otogakure message for all Shinobi.
Red Ribbon: Mission Details. (Which you will be expected to carry out IMMEDIATELY and without question)

On attaining the level of Genin within the Otogakure, every shinobi receives the following message coded on a strand of blue ribbon delivered to them by a small swallow, which lands on their shoulder:

As a General order from the Otokage: All Genin are required to learn and master the following skills first, before all others:

[D-rank] - Kinobori/Kabenobori no Jutsu (Tree/Wall Walking Technique)
[C-rank] - Suimen Hokou no Gyou (The Art of Water Walking)

If needed, appropriate supervision and teaching can be supplied on request. Our survival and ability to protect our homeland is paramount to all else. Our environment therefore dictates the means of our survival, and these skills will allow you scale the mountainsides and to walk on the surfaces of the rice paddies which are the heart of our great land... allowing you to better protect and serve it.

As members of the Otogakure, you should know the secrets that we keep here... and most importantly, that you are to give no information to any outside force, or even friend regarding the village's policies or secrets. If they do not know these things of their own accord, then they were not meant to know, and you are not the one meant to inform them.

Though the Sound Element is the signature elemental style of the Otogakure, it is by no means the required starting element of any Otogakure ninja. You are welcome to have any elements you like here, but keep in mind that gaining access to higher level elemental scrolls may become increasingly difficult for an element not typically supported by the village.

For your benefit, here is what the Otogakure carries as far as scrolls go, and what it typically feels are it's elemental alignments...

Supported Types:

Ototon: Sound Release ... this is the official style of the Otogakure. (The Otogakure has exclusive rights to these jutsu and we have all the scrolls of this element, all the way up to Kage level.)

Suiton: Water Release ... this is the next most prevalent style of the Otogakure. Given the environment of the Rice Paddies and the prevalence of water in the land, this is a very common element to see. (We have all Suiton scrolls up to Kage level techniques.)

Doton: Earth Release ... with it's proximity to the Iwagakure and it's connection to the land, this is a somewhat common style, but not as well supported as Suiton. (Doton users will have access to scrolls of up to B-rank jutsu)

Fuuton: Wind Release ... though not incredibly common, the Otogakure does stockpile some of the scrolls of this type. (Fuuton users will have access to scrolls of up to C-rank jutsu)

Raiton: Lightning Release ... though not incredibly common, the Otogakure does stockpile some of the scrolls of this type. (Raiton users will have access to scrolls of up to C-rank jutsu)

Katon: Fire Release ... this type is rather contrary to this land as it can be rather destructive to the landscape and crops which support it's economy. it is also directly opposed to one of the more prevalent strengths of the land, which is the Suiton element.. (Katon users will only have access to scrolls of up to D-rank jutsu)

The Otogakure is OPEN for Role-playing!

The Rice Country threads aren't completed, but needless to say, the Otogakure itself is fully constructed.

All approved Otogakure ninja should post their profiles and then PM me. I will then respond making sure you all know what it means to be a member of the Otogakure so you can understand how your character operates within the village.

All Kages, I need you to make a new profile thread for your villages. I need to know who is active, and what autoranks are open, as well as which villages I should open and whatnot. And I want the KAGE to do this. Not the Saanin, not the Jounin, not even a crew member that the Kage asked to do it for them, THE KAGE must do it. And all profiles will have to be reposted in DOCUMENT format. After creating the new thread, wait three weeks before deleting the old one. Anyone who doesnt repost in that time (unless they are on Hiatus) has obviously gone inactive.

With missions on the rise and newer trade routes opening up, it has come to the attention of the Otokage that a new caliber of shinobi will be needed to meet the demands of the world around us. As such, the requirements to become a Genin of the Otogakure and be eligible for missions have been raised in order to produce better prepared and more well-rounded ninja. Any Academy Student recently promoted to Genin will be put back down to an Academy level until they have met the new criteria and are re-tested. These are the new requirements of the Otokage:

According to a student's respective element, in order to qualify for the test to become a Genin and receive official village missions, they must learn all of their Academy Level elemental ninjutsu. (Those with dual-elemental natures, sorry, but yes, this means you have to learn ALL of the E-ranked ninjutsu of both elements, but you don't need to learn the E-ranked ninjutsu of a combined element. So, Mokuton users would need to learn all E-ranked Doton and Suiton techniques, but are not required to learn any Mokuton techniques.)

In addition to this, they must also learn the beginning stage of a taijutsu style, preferably, the Daidoumyaku, but other styles will be allowed.

If needed, appropriate supervision and teaching can be supplied on request, however if training in the Academy, an Academy student can teach themselves ONE ninjutsu per day, but training yourself will likely take double the effort (requiring twice the amount of normal posting).
 

[Hinote Tosatsu]

As the village's students go about their business, a swallow lands on each one's shoulder, with a ribbon tied to their leg. Taking the note, the students will find that a class is going to be held in the academy to push them faster to the next level of their training, should they choose to attend.
