Over time. You can shoot down 3 today and 2 tomarrow as long as you shoot down 15 total.

you will have to shoot them all down, then you have to shoot the actual slingshot down later when it comes flying into your town

Just keep shooting down baloons, and you'll get one eventually. ^^

You only get one after shooting down a total of 15 ballons (which is why I'll probably miss my chance to get one and have to buy it off someone who got it xd )
