There has been a new system for learning jutsus, one different from other Naruto Guilds. It is important for everyone to read this, for fear of making mistakes in the future.
Learning Jutsu

Each jutsu has a learning process or requirements for learning. This way, no two jutsu are the same when it comes to learning it and it give people a guideline for what the heck to do. It's like a how to do guide and each person can come up with their own way for doing each step. For example:

Learning Process (12 posts to learn)
So, in essence, someone must spend 12 posts learning how to perform the Rasengan. They may choose how to design these posts themselves, but it must make sense (cannot suddenly learn it in one post, then spend 11 posts improving it)
The idea is simple. Not all areas cater to training needs, whilst others do far better then others. This will either increase or lessen the posts necessary for learning and teaching techniques.
When outside a village: The area is unfamiliar, the terrain lush, rough, and far from kept. Training is rather difficult. It is now necessary for +1 post for learning and +1 post for teaching.
Within the home village or other village: The area is familiar, but provides nothing unique. When within a home village or a regular village, there are no changes to the normal RPC's teaching and learning.
When in a training ground, or a training-specific location in any village: Here it is ideal to train. With a perfect area, and a wide-open space, ninja are able to easily train. Due to the unique area, it is now allowing for -1 for learning and -1 for teaching. (learning refers to learning on your own, teaching refers to when being taught by someone of at least chuunin rank, these two learning bonuses are the only learning bonuses that can stack)
When in a training ground at a home village: The area is very familiar. It is easy to traverse, and is very appealing to the needs of the ninja. It is advantageous in many ways, making training far easier. This allows for -2 learning and -1 teaching.
Jutsus a rank higher than yourself MUST be taught by someone who already knows the Jutsu.
The learning bonuses cannot stack with learning bonuses from shinobi type, the greater of the two bonuses stack. For example the chakra control shinobi type gets a -2 post learning bonus, when training in a training ground in their home village with no teacher they still only receive a -2 post learning bonus, but if they have a teacher they get a -3 post learning bonus because the stacked bonus of being in the training grounds and have a teacher is greater than the bonus just from chakra control.
Mastering Jutsu
Alright so you've just learned a technique, cool but it doesn't mean you mastered it! When a ninja masters a technique they are able to use it more freely and the justu has less chance of messing up. Also if a mastered jutsu goes up against one that is not then chances are the mastered will win even if going up against its weakness element.
Scale to Mastery
Novice- when at this level, you have just learned the technique and your not completely familiar with how everything feels when doing the jutsu just yet. The handsigns will take a while for you to perform and you may make some mistakes when performing the jutsu but you can still grow and develop. When at this level you can't perform the jutsu at last minute, making it hard to perform it during combos. (Takes +2 point extra chakra when trying to perform a C Rank or higher jutsu)
Skilled/Adept- when at this level you've perform the jutsu enough times to do the handsigns faster. You have familiarize yourself with the way the attack feels and how much chakra is needed to perform the attack. (justu has normal effects)
Mastered- when at this level you have completely learned and become efficient in performing this jutsu. You can perform the jutsu with less handsigns and you are able to start doing more with the jutsu. (Takes -3 extra chakra when trying to perform a C Rank or higher jutsu)
Mastery Scale:
Novice - An rpc posts two less posts then needed to learn the jutsu. So, if learning a B-Rank, which takes 9 posts, if someone only posts 7 posts, they become Novice in the jutsu.
Skilled/Adept- An RPC posts the correct amount of posts needed to elarn the jutsu
Mastered- An RPC posts two more posts then necessary. So, if learning a B-Rank, which takes 9 posts, if someone posts 11 posts, they become Novice in the jutsu.
Improving Jutsu
Now here comes the next big part and that is improving upon a technique. Here is the scale and requirements:
Adding another element to the attack- 5 posts and double chakra (Can be used on jutsus of any kind, except genjutsu. so, for instance, if someone would like to modify the Water Dragon and make it have katon chakra, they would need to post 5 times of them modifying the jutsus. When they are finished, they learn the jutsu. Also, when using this "modified jutsu", it takes
double the amount of chakra to use.)
Making the attack larger in size- 5 posts (Can be used on any jutsu, except genjutsu. Usually used for jutsus that are meant to cause major damage, such as an earthquake, dragon, fireball, etc.)
Making the attack smaller in size- 5 posts (Can be used on any jutsu, except genjutsu. Usually used on jutsus meant to be hidden, like traps, weapons, hidden setups, etc.)
The attack consumes less chakra (-1 rank in cost after the attack has been mastered)- 10 posts
The attack gets stronger (+1 rank in jutsu strength after the attack has been mastered)- 7 posts
No handsigns needed- 5 posts
This is the new chakra system. This allows the guild ninja to vary from one another, as well as make your jutsu arsenal completely custom.
