The Daireishokairō is to the Sereitei as the Library of Congress is to the U.S. It contains all the knowledge and history in the Soul Society to have happened. It has been used for research by many squad captains, including Aizen when researching the King's Key before he betrayed Soul Society.
You must have permission from the current 12th captain in order to access this usually restricted "Library."
