The Town Hall is carved of stone with gargoyles, angel, and other fantastic relief work. It stands prominently to the northwest side of the square with formality.
The mayor's office, the courts, and many other city offices are situated inside the building. The mayor's office sits in the middle of the third floor, with the other city offices around him. The courts are on the second floor with the jail on the first. The basement offices are used for storing records that are necessary to run the city.
Judge Meyerly resides over the courtrooms. He is the main judge and takes the choicest cases. Sometimes it almost seems as if he only takes those that will increase his fame.
Thomas Delph is the clerk in the courtrooms. He makes sure that the papers needed find the proper people and that the records are maintained. Lately he has noticed something has changed in the courts. A few minor complaints from the other two judges and even the people who have to work in the city offices.
Captain Dimeril is the captain of the guards in the jail as well as the courthouse. He checks on all the offices and keeps everything protected within the building. He usually has a keen eye for sizing up people. He does not like Judge Meyerly, but he will work with him as needed.
The problem :
It is rumored that Judge Meyerly and others are corrupt at the Town Hall. Are the prisoners being judged fairly or are they being sentenced for things there is no proof for simply so the judge can gain more power?
Reward:
A personal auto-encounter with a special NPC ghostling during the Metaplot that can be caught.
What you need to do IC :
Post #1 : Write an interaction with Thomas Delph getting all the information you need. Meet Thomas and gain his help. He will do anything you need done, limited to what a clerk of his skill would be capable of which includes papers, getting into certain offices as temporary help. He decides who works where in the building for the most part.
Post #2 : Check the offices for information. Look at the guards, other clerks, the cases, the prisoners, and any trouble that occurs there. Describe what you see as well as give names and feel free to name prisoners, extra guards, and office workers.
Post #3 : Check the people who have access to the courts and prisons. Perhaps they have seen something or nothing. It is up to you to create the atmosphere of the building and the people there.
Post #4 : Check the court records for clues to see if there are logical sentences for the defendants.
Post #5 : Check the security guards. Find out when their patrols are, the routes they walk, when they exchange shifts. How is trouble prevented from the courtrooms? How do they handle threats of violence against the judges and jury?
Post #6 : Talk to Judge Meyerly. Find out from the man who he is in his own opinion. What he aspires to.
Post #7 : Talk to Captain Dimeril and find out his opinion on the various people in the town hall. Take a tour of the actual prison and talk to the guards and prisoners there.
Post #8 : Report back to Thomas Delph. Give him a written report and explain to him what you have discovered. Include the security patterns of the guards. He will take it to the Mayor who wants this problem solved. The Dockmaster needs to have received a physical report in his hand when you turn in your information.

There should be at least 4-6 decent paragraphs per post. Have fun with it. Play with new characters. Play with the NPCs listed below as you see fit. Play with descriptions of the area. It is up to you to create the small details that make it live. And if it is longer than what has been outlined, additional perks might be rewarded.
NPCs that you may freely control are : They may have information or clues that you need. You decide.
One post a week is sufficient, but if you are really enjoying and finish the quest, simply let me know.
