Joan can be found wandering around your town every Sunday morning from (I'm guessing) 6 AM to 12 noon. the cost is random, and so it the price Nook will buy them at every day thereafter. You want to buy at a low price and sell at a higher price. Red turnips cost 1000 bells, but when planted and watered every day, can grow large and sell for much more than that.
Pascal washes up on the beach one random day per week.
