 RAIKA A black and red hole opened in the room as flames lit the room. Raika stepped out of the hole and looked around. The room was empty except for him. He turned around and took a seat on his well deserved thrown of the Squad 1 Captain waiting for he others to arrive.

Sayu enters the room and looks at both captains and bows to them. She then takes her seat as Squad 1 Lieutenant.

"Ehehe...I'm sorry Captain Raika for being late. I had to take care of some things with Onii-chan." Sayu said scratching the back of her head.

RAIKA Raika looks around and smiled at his Lt. "You arent late at all. I just got back from battle. Besides you are here befor the other 11 captains."

 "My deepest apologies captain" . "But he did look like an arrancar" Yoiku interupted "Stand down Yoiku, It was my fault I have tested your anger to many times sir please forgive my insubordinance, although I don't expect you to" Yoiku steps back scared "Head captain Raika punish me but, don't take this the wrong way, if you try punishing or harming my subordinate in any way" Idoru's eyes tighten in, glaring at the head captain "I will not hold back from protecting Yoiku" Idoru turns around walking toward the ninth captains seat slowly, Yoiku still staring at the place in wich her captain is sitting"I don't care if you are my head captain my job is to handle the internal affairs and uphold the laws of soul society, and I would never have expected you of all people to try and team up with an arrancar even if he was a soul reapers son, and don't pit captain hitsugaya's will against me because he was a man of the law and he would have excepted punishment for the child no matter how much he loved him." Idoru turned around "Shall we be expunged from soul society and you will continue to compromise the foundation of soul society by trying to team up with arrancar?" With Idoru's final words on the matter he looks up at raika his eyes brightened notifying Raika that he was waiting for a response.

RAIKA"Hold your tongue!" Raika said standing up. He pulled his sword and sheath from his sash and tossed it over to his Lt. trusting she would catch it. "I have no intention of punishing your Lt. She is a good example of what a Lt. should be. Loyal, Strong, Protective of their captain, and on the line Obedient. But for you to have attacked someone with such immense power while the head captain is their was a down right, For a lack of better words, Stupid move! You have caused him to align himself with the arrancar." He started to walk over to the captain as he was sitting in his seat. "Any other circumstances I would shoot this down but you have caused them to gain a power we cant stop! You are to be punished for acting on impulse that revolutionized their power....But it is that same impulse that is saving you from being removed of your seat. You and your squad will be under surveillance for the next mouth. You will be called to every last mission despite how minor it is......Those Arrancar. Allying ourselves with them could end this war."

Sayu watched her captain as he tossed his sheath at her. She caught it and set it down on her lap. Sayu wanted to step into the conversation to defend the squad. But she didn't know exactly what to say. Sayu sighed.

*Rei fanned his spiritual pressure out at the bickering captains, and spoke in a slow, deliberate tone* "Everyone, should learn to be a bit less... animated... we're all allies here... and if you two want to fight... I will but kindly oblige. But i'd prefer not to fight another captain. Now Raika... please sit."

"Clearly, sir, your not a very good leader of the soul society. The soul society has been at war with the arrancar for years and we should understand that with an alliance with the arrancar will surely come disbelievers who will end us all. Do you want to be the one to do that, do you want to be known as the one who ended the very circumstances in wich we were raised on the very circumstances in wich we were created. You forget the arrancar are the very hollows who killed our friends, the very hollows who may have very well killed us when we were living. You, sir, swore to destroy and stop that, but look at you trying to aline your self with those very beings. I understand my attitude is quite typical, and it seems as if I am talking from a single sided stand point, but my job is not of reason but is to maintain the soul society and what it stands for, and you want to punish me for that!" Idoru was now standing up looking calmly at the head captain "Captain you were doing your job, you shouldn't be punished, we shouldn't be punished. Head captian Raika is nothing like Yamamoto he wants a new begining and he doesn't understand that is what we all want, but their are only so many arrancar who would agree with that as a result their would be to much of a revult to defend." Yoiku's voice started as a whisper to her captain and became a statement to everyone "Look into the past, although their were Ulqiorra and Starkk who wanted peace their was Yammy, Grimmjow, Nnoitora, Zommari, Szayel, Aaroniero, Barragon, and Harribel who didn't want peace, who easily out numbered those who did want it, these are the statistics that will end us that will end our very foundation!" Yoiku was screaming reason "Yoiku..." Idoru began saying "No captain this is the truth, it is for you, you must beleive in me, sir."

"WE all are hoping for peace Lt Yoiku. Please understand Captain Raika. There are many ways of handling things. All of us are just trying to do our best and wanting to do whats best for the soul society." Sayu spoke up as she looked at Idoru "And Captain Raika is not a bad leader Captain Idoru. Captain Raika is doing his best and you know that. There is already alot going on here. I've known Raika for a long time now, and you shouldn't underestimate my Captain." She said to Idoru almost in a threating way.

*Rei stood and pushed his chair out gently. He then forced his reiatsu across the entire room* "That. Is. Enough! I will not have this type of bickering going on untill all the captains have gotten here! Now sit... or I will be your opponent."

"I am sorry but you have to realize where we are coming from, I am not saying that Raika is a bad head captain but he can't. I mean our, the past shinigami all saw that the arrancar can't be trusted, I do not mean this as an evil steriotype but what I do mean is that for every arrancar that we can and do trust their are five that will stab us in the back for power, this is not one sided if we allied our selves with the arrancar their would be protests among the shinigami, our races cannot get along their will always be conflict no matter how many people agree for peace their will always be a number of people who don't to match." Idoru was now looking down at the table "Have I ever told you of my past? When I was young, by this I mean when I first became a shinigami, I was not part of the gotei 13 Yoiku and I where members of an elite group who where sent for treaties and one day we met with the leader of a group of arrancar ((This of course was before Aizens rebellion)) The leader of our group had been signing a treatie and had insisted he did it alone, most of the others where asleep, while they where signing the treatie both the leader of the arrancar group and everyone in our squad was killed except me and yoiku who saw it coming. You see although their leader wanted peace between us all, the rest of them did not. I am not creating a steriotype because I understand not all of the arrancar are this way, but I least of all, want to endanger my subordinates for this slim chance." I began sitting down when Yoiku interrupted "Both the captain and I have been through more than you can imagine, everyone we loved and all of our friends where killed that night, we don't blame all arrancar but because of this we understand that their won't be peace in our generation only war, but we will make it so generations after will have peace but for now we don't have the arrancars cooperation and if we try creating peace to early, well then that will only result in death, we cannot be so hasty as to begin creating these alliances so early, we know, from experience, what will happen." She was now looking down as a single tear lifted from under her eye "Please head captain Raika I beg of you with all due respect please heed our warnings."

((Sorry guys. My computer broke. Im a little bit limmited right now.)) RAIKARaika took a seat back at his chair listening to what everyone had to say. Everyone except the captain of Squad 11. Once Captain Idoru finished talking he started to laugh. While the laugh would shock everyone he took this chance to relax a bit. He leaned over and placed his elbow on the table resting his cheek on his fist. "Ive grown up in constant battle. Only a select few could understand how it feels to wake up at night because your body is trained to wake to any noise even that of the natural wind." Raika removed his glasses revealing the dark bags of skin under his eyes. "There comes a time where everything must end. The time for peace will never come on its own. We must force the peace to come. Hehe....In all honesty Im not even pushing peace for myself, or you....Im trying to bring this peace for the very promise I made to the previous head captain. My mentor....My friend. All he wanted was for a peaceful solution and was slaughter because of it. I dont give a damn about the odds. I dont care if I die in the process. I just want that vision of a peaceful alliance to become a reality." Raika looked over at Sayu motioning his hand telling her to relax. Of course she was the only one who new exactly what Raika was talking about. "As for you Squad 11 captain. Sit down and be quiet before you get youself in a mess you cant handle."
