I think it depends, anyone who has data drained all the epitaphs (other than their own) should get an Xth form, however people shouldn't RPing intentionally getting into avatar fights with every other epitaph and then everyone is overpowered.
Let the story go as it is and everyone get Xth form in the back of their minds. Keep track of who did what but don't try to go Xth.

I was thinking that maybe, when i hav Zelkova pops up, he gives everyone xth forms. hows that?

How about we change the vote from yes or no to how because it seems that no one is saying "no".

Well just a suggestion but what about a black out or massive virus? that hits Japan since all our characters live relatively close together then the users that can get Xth form have there Pc's break or something?

We could try the Link method by the characters collecting virus cores then get theyre Xth.

in manga haseo got Xtyh form because his PC was destroyed by some guy and his connection to sheith was severed
in the .hack// G.U. trilogy haseo got Xth form because he overcame the power of the Bst form with the help of atoli who calmed his soul
i dont know what happened in the anime...... is this because i was gunna try to use Xth form tokio in this group or for some other reason
oh and by the way in .hack//LINKS every one got an Xth form Tsukasa, Blackrose, i think bear, subaru, crimson knight, kite, mimiru, balmung, orca, tokio, silabus, atoli, gaspard, pi, kuhn, yata, ovan, and i forgot every one else
oh wait and i think saki saka and tabby

I don't like the Link idea, I think it would take the fun out of it, like I said intentional RPing (Ooh! A virus core!).
I really just think it should be kept to only a few people, leading characters, however that can be done. Now that I think about it I actually do agree with Spot's idea of Zelkova giving the epitaphs Xth, like "I solved the data of Haseo's Xth form, I'll upload it to your characters so it can help defeat AIDA."
But then that'll put the AIDA guys at a disadvantage. :/
I know they'll lose anyway but don't want it to be too quick and easy.
I don't know... I think we should have it but I think it should be some gradual change with the story. I stay with my idea but if majority rule goes to another idea I won't complain.
I actually did think of something for the AIDA guys twisted Muahahahahahahaa!

Hey, not to step on any toes or anything but... Is it possible that, once a normal character has fulfilled certain criteria, they could also get an Xth form UNIQUE to them? I think it would be pretty cool to RP with in R:2... But that's just my thoughts. It doesn't matter to me, I just think it'd be cool to see. XD
