It's his random and continuous barrage of attacks that throw off the enemy and grant him victory. Scott was heading down to the city to sell his goods one day when he was attacked by some muggers. They took his goods, his wallet, and his truck, leaving Scott with nothing. Unable to make the long trip back to his farmland, Scott tried to make a living in the city, but lacking any certifiable education, he was unable to get a job. Now Scott roams the streets, reduced to robbing passer-bys, conning tourists and hustling fights for his next meal. (he may not have school smarts, but he is pretty clever)

The unpredictable and often lethal side effects of her experimentation caused her to be banished from Gallifrey. Nowadays she can be usually found enslaving entire planets in the name of science and more often than naught, fighting off the Master's meddling or worse, the Doctor's sentimentalism.

Bio: Issildia Nevar was not born to a mother and father, and so there is no pathetically tear stricken story to tell from the remnants of her childhood. She was granted life by science and the clear logic of machinery at the Torchwood Institute at its new facility on New Earth; at least a century after the underground motorways had been opened to allow development of the surface world once again. Unlike the small operation that had been in place in the 21st century, the organization had once again turned to what it had been known to do best; salvaging superior alien technology and actively seeking to remove threats to the planet. It would be both of these aspects that led to Issildia being born in the first place.
The history of The Doctor and Torchwood has long been intertwined throughout human history. The Doctor proving to be neither friend nor foe to the Institute during his visits to Earth. Still the organization, gripped by the fear of his superior knowledge and technology soon began to ponder on routes to take in relieving the time lord of his enigmatic ship and perhaps even taking the Doctor captive to ensure that he never meddle in the affairs of Torchwood again.
Steps were taken, and the creation of a human in the lab was no large feat at this day in age. That said, the Institute knew well that they could do far better than a lab grown human that they might condition and train to bring an end to the Doctor’s travels. Millennia ago a vessel had been found in the center of London containing a preserved hand, the same night that a fiery “box” as some claimed careened over the night cloaked skyline. The preserved hand, having once been aboard the crashing TARDIS eventually found its way into the Torchwood Institute.
Not understanding immediately who the hand had once belonged to the item was placed in storage until it was eventually carried off world upon the colonization of New Earth and the restoration of Torchwood some years later. By then the Institute knew what they had sitting in their closet, and waited for the most opportune moment to utilize it.
The time came as they began genetically engineering a new breed of human in the form of a female humanoid. Along with the genetics gleaned from the hand, inherent traits were added from a Spiridon blood sample found on a gutted Dalek ship, and even specific psychological traits from the Daleks themselves were added to the mix.
They say that in the basement of the Torchwood complex reside the preserved remains of the failed experiments. Whispers suggest that the Institute attempted their experimentation hundreds if not thousands of times before a viable result was finally created.
When the female cross breed was born she was immediately placed into a conditioning and training program before she even learned to walk. Indeed the experiment had been successful as the creature became all that Torchwood had hoped. An individual that was designed to be the perfect weapon against the elusive Doctor, a huntress that could stand toe to toe with his cunning and cleverness, while carrying out the malicious intent of her creators.
Brief listing of skills and limitations:
Skills: Combat: Supported by the genetic engineering of Torchwood Issildia is a collection of the best traits to be gleaned from humanity. Her strength is superior to most, though not what one might consider herculean. Speed and agility are where she excels, these traits supported by her ability to cloak herself with invisibility due to her Spiridon genes. Long did the Daleks search for the secret of the Spiridons invisibility before it was discovered on some forgotten outer rim station. Sadly for the Daleks, the sought after secret was never celebrated as the blood sample providing evidence of the applied use of their invisibility was supposedly lost during a raid on the station.
Other: Limited telepathy that is utterly untrained. The skill is unknown to Torchwood and Issildia as of this current moment.
Note: Dalek Emotional Effects: Issildia is an individual who shows little emotion save for that of anger when faced with battle. Little is known about her inner thoughts, but Torchwood is confident that the Dalek genes implanted into her DNA has erased any need for emotion or compassion.
Limitations:
Issildia is by no means immortal or superhuman in terms of her skills such as strength and speed. She is merely the best compilation of human genetics paired with alien genes.
Also she is not immortal nor can she regenerate due to her Time Lord genetics.
Her ability become invisible is limited to her ability to concentrate on remaining concealed. Also she has never managed to stay hidden in this form for more than half an hour as there seems to be a time limit for her use of the skill.

Bio:The Observer has usually been just that, an observer. Until the Dalek war, she had never really been invovled in anything drastic.
Then the war happened, and she was sucked in, along with her friend The Blackbird. After several narrow escapes, The Blackbird managed to find a working TARDIS and pushing The Watcher on board, he sent her to earth.
She tried to return, but found that the Blackbird had programed it never to return. After several years, she heard that The Doctor had survived the war and went looing for him, hoping he could give her any information about The Blackbird.
