The Konoha Strict Correctional Facility is a place where shinobi who have committed serious crimes work off their debt to society. The prison houses those that are murderers and criminal ninja who have broken the law. Known members of this facility are Mizuki, Fūjin and Raijin. In the past this place used to be called the Special Ninja Felony Prison.
Note: Shinobi who has been captured and need of punishment is sent here for several days, weeks at times. Within the walls of the prison, prisoners all wear special devices that weakens their muscles to where they cannot break the walls or bars, and their chakra is sealed. Attempting to remove these devices would result in eletric shock that'll stun the nervous system, making the body collapse. The prison is in the middle of a massive lake of lava, and the only way out is the way in, which a draw bridge is needed to go across. The guards here are trained daily and are around Special Jonin to Anbu.
