Outside the Hidden Leaf village is a group of smaller villages, living just outside the outskirts of town. They are what ever other small village is, not many shinobi live here and these people go about their daily lives working and taking care of their crops and housing. Some of these people are fishermen, some are carpenters, some are automechanics and teachers. Endless possibilities.
Occasionally Leaf Shinobi are sent outside of the village to assist these people in missions. Such as helping out with chores, or cleaning up a mess. And, unfortunately, fires break out every now and then when the season makes it too dry. While they try to keep it under control, they usually contact Konoha to have a squad ready to help
