You do realize that Vincent's level 4 Limit break is Chaos, right?
Anyways, setting aside game mechanics, it's slightly tricky as both are creatures of darkness. But looking at both their backgrounds, Garland is a rogue knight who made a pact with evil and turned into a monster. He was a passionate person, but obviously shows a level of naivety like almost any classic depiction of a knight. Vincent on the other hand, is a Turk. A highly trained military personnel who work covertly.
Now, if they are to fight head on, Chaos may win if he acts swiftly and decisively as he obviously has the power for it. But on any normal circumstance, Vincent will always have the upper hand with tactical warfare.

Vincent can turn into chaos in dirge of cerberus, and thats the better chaos out of the two.
Chaos (Vincent) moves and barrages bullets at the speed of lightning!
Seen that fight with weiss? Pooaaah!
Id say Vincent would win.
