I feel like I should know this but say a chain is activated as:
[Player1]Mirrorforce
[Player 2]->Chain Solemn Judgment to MForce
[Player 1]--> Chain Solemn Judgment to Solemn Judgment
Who ends up halving their lifepoints?

Both player's Life Points would be halved. Paying half your Life Points is the cost to activate Solemn Judgment, and opposing cards (like Solemn Judgment) cannot negate costs.
