Wasn't sure of the proper forum, but I had a question. About if King Tiger Wanghu and Black Garden are on the field.

If a monster is summoned and Black Garden halves it's attack, will a monster that ends up 1400 or less be destroyed?

works like burden? then yes, also, tiger may kill it self, dunno tho

This. Black Garden Triggers and starts a chain, Burden of the Mighty is continuous. King Tiger's effect applies before Black Garden so, nope.
